On the morning of November 7th, the Party Committee of the Ho Chi Minh City People’s Committee (HCMC PC) held the 1st Conference of the Executive Committee of the HCMC PC Party Committee for the 2025-2030 term (expanded session).
Enhancing Coordination Efficiency
In his opening remarks, Mr. Nguyen Van Duoc, Secretary of the Party Committee and Chairman of the HCMC PC, acknowledged that despite the intertwined challenges and opportunities in the first 10 months of 2025, with moments of uncertainty and difficulties, the HCMC PC Party Committee has achieved significant results in fulfilling its duties.
Mr. Nguyen Van Duoc invited delegates to discuss and provide feedback on the implementation of tasks for the first 10 months of 2025, as well as the directions, tasks, and key solutions for the last 2 months of 2025. He also requested a review of the preparation and organization of the 1st Congress of the HCMC PC Party Committee.

He also urged the exploration of comprehensive, scientific, and breakthrough solutions for the remaining months of 2025 and beyond, aiming to successfully achieve the 33 targets and 3 Breakthrough Programs outlined in the Resolution of the 1st Congress of the HCMC PC Party Committee.
Specifically, he called for a focus on proposing solutions and key tasks to boost economic growth, striving for an 8.5% increase in 2025, and completing the main socio-economic development targets for HCMC in 2025, especially those that are currently lagging.
Mr. Nguyen Van Duoc noted that HCMC’s public investment disbursement currently stands at around 60%, but according to the plan, it should reach 75% by Q3 and 100% by Q4. The causes are well-understood by the units, and the HCMC leadership has directed numerous solutions, including recently deploying officers from departments and a special task force to key communes and wards with critical projects.
Regarding growth rates, HCMC aims to achieve a minimum of 8.5% to contribute to the nation’s development in this era of advancement.

According to Mr. Nguyen Van Duoc, the tasks ahead are daunting and challenging, with many long-standing issues, but HCMC will not shy away from them. Instead, the city will persistently, unitedly, and resolutely carry out these tasks.
Regarding the implementation of the two-tier local government model, the Chairman of the HCMC PC acknowledged that while HCMC has generally performed well, some adjustments are necessary.
He pointed out the ongoing shortage of specialized staff at the commune level due to mechanical mergers. Recently, the HCMC PC directed the Department of Home Affairs to implement various solutions, including reviewing each commune, transferring staff between communes, and recruiting from non-specialized staff. However, in the long term, specialized staff training is essential.
Additionally, the processing of non-administrative boundary records remains slow, and the arrangement of public service units, surplus offices, and public assets has yet to be implemented.
Mr. Nguyen Van Duoc urged agencies and units to develop solutions to enhance coordination efficiency, strengthen thematic and regular inspections of party organizations and members, provide timely reminders to prevent violations, ensure party discipline, and minimize errors.
Positive Economic Growth
Reporting on the implementation of tasks for the first 10 months, Mr. Tran Van Nam, Deputy Secretary of the HCMC PC Party Committee, stated that the Party Committee and its Standing Committee have focused on innovating leadership methods, continuing to enhance effectiveness in leadership, ensuring the completion of political tasks, and effectively implementing party building and rectification across all political, ideological, moral, organizational, and personnel aspects.
The socio-economic sector has maintained a recovery and positive growth trajectory, with many impressive achievements. Total retail sales and service revenue increased by 15% compared to the same period in 2024. Accumulated tourism revenue for the first 10 months is estimated at 208.066 trillion VND, a 22.4% increase from the same period in 2024.

The Ben Thanh – Suoi Tien Metro Line 1 continues to operate smoothly, transporting 1.8 million passengers. Air transport maintains high volumes with 3.3 million passengers. The volume of goods through HCMC ports is estimated at 292.68 million tons, a 6.86% increase compared to the same period in 2024.
The industrial production index is estimated to increase by 7.5% year-on-year, continuing its positive trend and significantly contributing to GRDP growth in Q4 2025.
Investment promotion activities were marked by the “2025 HCMC – USA Autumn Forum,” which attracted over 200 American delegates and resulted in 5 Memoranda of Understanding, notably the $500 million Data Center Development Agreement with Evolution Group and the Memorandum of Cooperation in Semiconductor Training with Intel Corporation.
Total state budget revenue for the first 10 months reached 652.509 trillion VND, achieving 97.2% of the central allocation, 93.6% of the HCMC People’s Council allocation, and 115.5% compared to the same period; domestic revenue remains a highlight.
Key tasks for the last 2 months focus on three main groups. Leaders will intensify growth-promoting measures, proactively and flexibly respond to emerging issues with effective policies, and steadfastly pursue the 2025 GRDP growth target.
