The Ho Chi Minh City People’s Committee Office has issued a directive from Vice Chairman Bùi Xuân Cường regarding the draft Decision on Delegating Authority for Construction Permits and Regulations on the Scale and Duration of Temporary Construction Permits (Temporary Building Permits) within the city.

Ho Chi Minh City is set to introduce new regulations on construction permits.

Accordingly, the Vice Chairman has tasked the Department of Construction with incorporating feedback from participating agencies and units to refine and finalize the proposal and draft decision.

Specifically, the department must clarify whether the process involves delegation or authorization and adjust the draft decision’s title accordingly.

Additionally, they are to provide pre- and post-merger data on construction permits from localities now integrated into Ho Chi Minh City, along with an assessment of implementation progress.

The Department of Construction is also instructed to review and enhance provisions regarding the scale and duration of temporary construction permits, particularly for single-family homes in alleys, considering alley boundary regulations.

They must clearly define the responsibilities of permitting authorities in monitoring and managing issued temporary construction permits.

Furthermore, the department should include provisions for coordinating construction order management across the city and delegating authority for such management.

The Department of Construction is encouraged to explore software solutions for tracking temporary construction permits and the duration of permitted structures, enabling ward, commune, and special zone People’s Committees to implement and interconnect with the department’s network for inspection and oversight of temporary construction permits citywide.

Finally, the department must review and incorporate additional relevant feedback from participating agencies and units to finalize the proposal and draft decision, submitting it to the Ho Chi Minh City People’s Committee by November 20.
