Ho Chi Minh City leaders inaugurate the BK-24 wellhead platform, a project celebrating the 14th National Party Congress.
The ceremony was attended by Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, and Le Quoc Phong, Permanent Deputy Secretary of the City Party Committee.
Vietsovpetro’s Technological Autonomy Milestone
The BK-24 project is part of the Bach Ho field development plan in Block 09-1 (2024 adjustment – Southwest area), comprising the unmanned BK-24 wellhead platform and a bridge connecting to the BK-20 platform. Designed with 9 well slots, it includes 6 production wells (1 converted to water injection) and 3 slots for future development.
Construction began on February 6, 2025. By September 14, 2025, the BK-24 topside was fully installed on the jacket, completing the main structure and moving into offshore hook-up and commissioning.
At 5:30 PM on October 11, 2025, Vietsovpetro achieved first oil from the BK-24 platform, with an initial flow rate exceeding 400 tons/day from well 24001—65 days ahead of schedule.

This success was achieved by Vietsovpetro’s proactive drilling of well 24001 starting August 6, 2025, using the Cuu Long jack-up rig. The technical plan required rapid execution with minimal design adjustments to maintain project timelines. After the BK-24 topside installation, the Cuu Long rig swiftly returned from September 19 to October 10, 2025, to complete the well, alongside simultaneous offshore commissioning.
The BK-24 platform is Vietsovpetro’s second field development project completed in 2025, following the Kinh Ngu Trang – Kinh Ngu Trang Nam project. Delivering first oil 65 days ahead of schedule highlights Vietsovpetro’s technical expertise, project management, and operational efficiency, showcasing the proactive and innovative spirit of the Vietnam-Russia oil and gas workforce.
Amid the oil and gas industry’s focus on maximizing small and marginal field production, BK-24’s success reinforces Vietsovpetro’s leadership in cost-effective field development. This contributes to increased oil output, ensuring 2025 production targets are met or exceeded, while significantly supporting Vietnam’s national budget.

Petrovietnam Strengthens Collaboration for Ho Chi Minh City’s Socio-Economic Growth
Following the BK-24 inauguration, Tran Luu Quang and the delegation met with Petrovietnam to review the corporation’s activities in the city and outline future cooperation strategies.
Petrovietnam operates 20 subsidiaries in Ho Chi Minh City, driving industrialization and modernization. These units manage critical infrastructure, including the Nam Con Son gas system, LNG and LPG storage, Dinh Co gas processing plant, Phu My Fertilizer Plant, Vietnam NPK Plant, fuel storage terminals, and offshore projects in Ba Ria – Vung Tau. This integrated production-distribution network significantly advances the city’s industrialization, modernization, and high-quality energy-petrochemical industrial zones.
Petrovietnam also contributes to: city revenue growth; maritime and territorial security; science, technology, and innovation; high-quality workforce development; job creation and social welfare; and participation in the city’s industrial and service value chains.
Throughout its development in Ho Chi Minh City, Petrovietnam has received strong support from the City Party Committee, People’s Committee, and local agencies in resolving land use, investment procedures, and administrative issues, enabling efficient operations.

These factors have been pivotal in Petrovietnam’s success and lay the foundation for sustainable growth. At the meeting, Tran Luu Quang endorsed Petrovietnam’s strategic proposals, aligning them with the city’s vision, and pledged continued support.
Both parties agreed to focus on five key pillars: (1) Smart city development, with Petrovietnam contributing to energy and digital transformation; (2) Clean energy and green transportation infrastructure; (3) Energy supply chain and petroleum product security; (4) Establishment of a Marine Technical Service Center for energy support industries; (5) Sustainable innovation ecosystems promoting eco-friendly production and consumption.
Tran Luu Quang praised Petrovietnam’s capabilities and cooperation, urging city agencies to swiftly implement agreements for sustainable development and community impact.
In response, Le Manh Hung, Chairman of Petrovietnam’s Board of Directors, thanked Ho Chi Minh City’s leadership for their support. He emphasized that the city is not only an economic hub but also “home” to over 35,000 Petrovietnam employees. “Our subsidiaries will collaborate with city agencies to outline cooperation plans with clear timelines. Petrovietnam is committed to effective implementation, contributing to economic growth, energy security, and sustainable development, with continued support from Ho Chi Minh City,” Le Manh Hung stated.
