According to the meeting agenda, the Government will focus on discussing socio-economic conditions, public investment disbursement, the operation of the two-tier local government system, and key tasks and solutions for the remainder of 2025.
In his opening remarks, Prime Minister Pham Minh Chinh highlighted the global context and key developments in October. The international situation remains volatile and complex, with significant challenges such as the U.S. countervailing duty policy, which carries inherent uncertainties and risks. Strategic competition and conflicts in certain regions continue to evolve intricately.
Domestically, October witnessed several significant national events, notably the 13th Central Committee Conference and the opening of the 10th Session of the 15th National Assembly. The country also faced consecutive severe storms, leading to unprecedented rainfall and flooding, described as “storm upon storm, flood upon flood.”

Despite these challenges, under the leadership of the Party, directly guided by the Politburo, the Secretariat, and General Secretary To Lam, the entire political system, people, and military have achieved positive socio-economic outcomes. Progress has been consistent, with each month showing improvement and the first ten months of 2025 outperforming the same period in 2024 across most sectors.
Key achievements include macroeconomic stability, controlled inflation, boosted growth, and ensured major balances. Cultural and social sectors have received attention, social welfare has been maintained, and living standards have improved. Despite consecutive natural disasters, no one has been left hungry or without shelter.
However, the economy faces limitations and challenges, both internally and externally, such as monetary policy management, gold and real estate prices, and production difficulties in certain sectors.
Additionally, the two-tier local government system faces operational hurdles, and prolonged heavy rains and flooding have severely impacted production and livelihoods.
The Prime Minister urged delegates to engage in focused discussions, providing specific feedback on the Government’s leadership and the performance of ministers, sector heads, and local leaders. He called for an assessment of October’s and the first ten months’ socio-economic highlights, as well as insights into concerns and challenges.
Delegates were also asked to forecast and analyze upcoming developments, identify key tasks and solutions for the future—particularly in stabilizing the macroeconomy, controlling inflation, fostering growth, and effectively implementing Politburo resolutions—and ensuring smooth operation of the two-tier local government system.
The Prime Minister further requested input on notable aspects of culture, society, defense, security, and foreign affairs, along with future tasks and solutions, especially in social housing construction, disaster prevention and recovery, and building multi-level schools in border communes.
State Budget Revenue Surpasses VND 2.18 Trillion in 10 Months
On the morning of November 8th, during the regular Government meeting for October 2025, Minister of Finance Nguyen Van Thang reported that Vietnam’s socio-economic landscape continues to achieve significant, comprehensive results. Notably, the state budget revenue for the first 10 months is estimated at over 2.18 million billion VND, reaching 111% of the target and marking a 30.8% increase compared to the same period last year.

The delegation, representing the SEMI (Semiconductor Equipment and Materials International) association and its member companies, was in Vietnam for the SEMI Expo Vietnam 2025, an international semiconductor exhibition. The meeting aimed to discuss opportunities and collaborations within Vietnam’s burgeoning semiconductor sector.
