Ho Chi Minh City Road Project Faces Delays Due to Sand Shortages and Land Clearance Issues
Accelerating Construction Where Land is Available
In a report to the Ministry of Construction, the Ho Chi Minh City Project Management Board (PMB) stated that contractors are accelerating work on several sections of the route.
Specifically, the substructure of 21 bridges is underway, along with land preparation, equipment mobilization, and temporary bridges for 3 additional bridges. Where land has been cleared, work is progressing on road foundation sand and drainage installation.
“Cumulative progress to date is approximately 1,456.6 billion VND out of 2,800.59 billion VND, reaching 52.01%, which is 16.95% behind schedule,” the PMB reported.
Several bridges along the route are taking shape
- With strong determination, the Ho Chi Minh City PMB has directed contractors to establish 117 work sites (41 for bridges and 76 for roads). Equipment includes 7 concrete plants, 9 pile-driving lines, 20 barges, 6 D600 pile drivers, 68 excavators, 15 drainage installers, 4 CDM pile drivers, 52 cranes, 16 mixers, 10 generators, 4 three-phase power stations, and 18 surveying instruments.
- The current workforce totals 383 personnel (48 engineers and 335 workers/operators).
- The mobilization of equipment and personnel is deemed adequate according to the approved plan. Contractors are working diligently to recover lost time.
- The PMB noted that delays are primarily due to sand supply shortages and 2.11km of road, along with 1 bridge, awaiting land clearance.
From the beginning of 2025 to date, the project has disbursed 785.5 billion VND
Total allocated funds for the project are 3,123.73 billion VND, including 677.291 billion VND for land clearance, 2,324.640 billion VND for construction, and 121.799 billion VND for other expenses.
For 2025, the allocation is 1,446.991 billion VND (177.315 billion VND for land clearance, 1,245.946 billion VND for construction, and 23.730 billion VND for other costs).
Disbursements for 2025 currently stand at 785.555 billion VND out of 1,446.991 billion VND. Land clearance has disbursed 136.3 billion VND out of 177.315 billion VND, while construction and other expenses have disbursed 649.255 billion VND out of 1,269.676 billion VND.
Expediting Land Clearance and Resolving Sand Supply Issues
Regarding land clearance, Mr. Nguyen Van Sy, Vice Chairman of Vinh Phong Commune in An Giang Province, stated that 17 households near the Canh Den Bridge remain in disagreement over compensation rates.
“After multiple negotiations, 7 households remain unresolved. The others have agreed to accept compensation. The main issue is that residents are demanding higher rates than those stipulated by the project,” Mr. Sy explained.
To address these challenges, the Ministry of Construction has urged An Giang Province to mobilize all resources to resolve outstanding land clearance issues (1.69km and the Canh Den Bridge) and ensure timely project completion.
The Ministry also requested that An Giang Province direct the Land Development Center and relevant authorities in Go Quao, Vinh Tuy, and Vinh Phong communes to expedite infrastructure relocation and finalize legal procedures for resettlement areas.
Regarding construction materials, the Ministry asked Vinh Long Province to facilitate the approval of a special sand mining permit under Resolution 66.4/2025/NQ-CP, allowing the use of surplus sand from the Tien River (Tan Phu and ST.13 mines) for the project.
The project has been granted access to 5 quarries, 29 sand mines, and 5 soil mines, according to the material survey.
Following Deputy Prime Minister Tran Hong Ha’s directives (Notifications 283/TB-VPCP and 50/TB-VPCP) and the Ministry of Construction’s proposals, efforts are underway to secure sand supplies. The Hoa Hung 1 mine in Dong Thap Province has been approved for extraction, and contractors are sourcing sand from this site.
The mining plan now includes suction dredging, with operators mobilizing equipment to increase output and material quality.
Accelerated construction on key bridge components
In Vinh Long Province, 400,000 cubic meters of sand from the Tien River mines in Tan Phu and Thanh Tri communes have been allocated to the project. The confirmation process is expected to be finalized next week, along with approvals for other projects in Can Tho.
Additionally, the Ministry proposed allowing sand procurement from commercial mines and imported sources, including those from Cambodia, to meet project demands.
With concerted efforts to resolve land clearance and material supply issues, along with accelerated construction, the project is expected to show positive progress, ensuring timely completion.
The Ho Chi Minh City Road Project (Rach Soi – Ben Nhat, Go Quao – Vinh Thuan section) spans approximately 51.94km, with 45.27km in An Giang Province and 6.67km in Ca Mau Province. The total investment is 3,904.072 billion VND. Managed by the Ho Chi Minh City Project Management Board, construction began on March 6, 2024, with completion scheduled for December 31, 2025.
