The Ho Chi Minh City Police Department’s Security Investigation Agency has pressed charges and issued arrest warrants for Bui Phuong Ly (born 1992) and Nguyen Ngoc Phuong Duyen (born 1998), both residents of Ho Chi Minh City. They are under investigation for fraud and asset misappropriation at BK Dong Yang business, located at 156 Hoang Trong Mau Street, Tan Hung Ward. The decision was issued on November 6, 2025, under Article 174 of the 2015 Penal Code.
Previously, on September 10, 2025, the Internal Political Security Department of Ho Chi Minh City Police, in collaboration with Tan Hung Ward Police and the Department of Health, inspected and discovered that BK Dong Yang was operating illegally by impersonating medical professionals to defraud customers. The case was subsequently handed over to the Security Investigation Agency for further verification.
Initial investigations revealed that since November 2023, Ly and Duyen invested in establishing BK Dong Yang, which was licensed only for hair services, massages, and steam baths. However, the business quickly deviated from its permitted activities, illegally offering medical services. Employees without medical certifications wore lab coats and name tags labeled “doctor,” treating hundreds of patients daily.

The perpetrators hired a film crew and actors posing as doctors and patients to produce promotional videos falsely claiming “100% cure rates” for musculoskeletal disorders, gastritis, gout, strokes, and erectile dysfunction. These videos were widely disseminated on social media, often attributed to “foreign experts” to build credibility.
The facility featured a luxurious interior and used complex medical jargon to convince customers they had severe health issues. Patients were then pressured into purchasing “high-tech” treatments costing millions to hundreds of millions of Vietnamese dong. Staff earned commissions based on sales, leading to aggressive and coercive sales tactics. Management set daily sales targets, continuously pressuring employees to meet quotas.

Preliminary investigations indicate that from late 2023 to September 2025, BK Dong Yang defrauded hundreds of individuals, embezzling over 18 billion VND. Many victims were elderly or suffered from chronic illnesses, lured by the false promises of miraculous cures, resulting in significant financial losses and health complications.
The Ho Chi Minh City Security Investigation Agency is expanding the investigation to determine the involvement of other individuals connected to the case.
