On the afternoon of November 6th, Minister of Construction Tran Hong Minh presented the investment plan for the Gia Binh International Airport project to the National Assembly’s Standing Committee. The airport, located in Gia Binh, Luong Tai, Nhan Thang, and Lam Thao communes of Bac Ninh Province, will span approximately 1,880 hectares.

In his proposal, Minister Tran Hong Minh emphasized the project’s critical role in driving the growth of the new eastern economic hub of Hanoi. It will meet the increasing air transport demands of the Northern Key Economic Region, alleviate pressure on the overburdened Noi Bai Airport, and support its future expansion plans.

The airport is also among the key infrastructure projects slated for operation in time for the 2027 APEC Summit.

The government aims to position Gia Binh Airport among the world’s top 10 five-star airports (as per Skytrax criteria), establishing it as the Northern region’s aviation gateway and a leading aircraft maintenance and transit hub for the Asia-Pacific.

According to the proposal, the total investment for the two-phase project is VND 196.378 trillion, with Phase 1 requiring VND 141.236 trillion. The airport will meet 4F standards, handling 30 million passengers and 1.6 million tons of cargo annually by 2030, scaling up to 50 million passengers and 2.5 million tons by 2050.

The facility will feature two parallel runway pairs, each spaced 1,800 meters apart, ensuring independent takeoffs and landings for optimal air traffic management. By 2030, the airport will have 83 aircraft parking stands, expanding to 123 by 2050.

Phan Van Mai, Chairman of the Economic and Financial Committee, stated that the committee broadly supports the government’s proposal. However, he urged quantifiable definitions for targets such as Skytrax 5-star standards, top 10 global ranking, and Net Zero goals, along with a clear roadmap and feasibility assessment.

Regarding financing, the committee recommended a detailed comparison of investment metrics with similar regional airports, adjusted for local costs, to ensure optimal expenditure. The committee also sought clarification on securing a VND 167 trillion loan and the potential financial impact of delayed compensation and resettlement processes.

Following deliberations, the National Assembly’s Standing Committee agreed to submit the investment approval proposal for Gia Binh Airport to the National Assembly for consideration during the 10th session.
