On the morning of November 8, Prime Minister Pham Minh Chinh chaired the regular October government meeting, held online with local authorities.

According to the meeting agenda, the government focused on discussing socio-economic developments, public investment disbursement, and the implementation of national target programs in October and the first ten months of the year. They also addressed government and Prime Minister directives, the operation of two-tier local administrations, and key tasks and solutions for the remainder of 2025.

In his opening remarks, Prime Minister Pham Minh Chinh highlighted the key developments in October, noting that the global situation remains volatile and complex, presenting significant challenges.

Notable issues include the U.S. countervailing duty policy, which carries inherent uncertainties and risks; continued interest rate cuts by several countries and regions to support growth; heightened risks in global financial and monetary markets; escalating strategic competition and conflicts in certain areas; and unpredictable natural disasters and severe flooding.

Domestically, October saw several significant national events, most notably the 13th Party Central Committee Conference and the opening of the 10th Session of the 15th National Assembly.

The entire political system is striving to successfully achieve the 2025 socio-economic goals and those of the 2021-2025 term. Efforts are focused on implementing the strategic policies of the Politburo, ensuring the smooth operation of two-tier local governments, and addressing the aftermath of consecutive severe storms and record-breaking rainfall, which has led to compounded flooding and significant challenges.

The Prime Minister acknowledged that, despite these difficulties, the concerted efforts of the entire political system, the people, and the military—under the leadership of the Party, directly guided by the Politburo, the Secretariat, and General Secretary To Lam—have maintained a positive socio-economic trajectory. Each month shows improvement over the last, and the first ten months of 2025 have outperformed the same period in 2024 across nearly all sectors.

Key achievements include macroeconomic stability, controlled inflation, boosted growth, and maintained major economic balances. Social and cultural sectors have received attention, social welfare is ensured, and living standards have improved. Despite consecutive natural disasters, no one has been left hungry or without shelter. Political and social stability has been maintained, and national defense and security have been strengthened.

However, the economy still faces limitations and challenges, both internally and externally, such as difficulties in monetary policy implementation, fluctuations in gold and real estate prices, and ongoing hardships in certain business sectors.

Additionally, the operation of two-tier local governments faces obstacles, and prolonged severe weather has severely impacted production, business activities, and citizens’ livelihoods.

The Prime Minister urged delegates to focus on discussing and providing specific feedback on the government’s leadership and management, the performance of ministers, sector heads, and local leaders, and the notable socio-economic outcomes of October and the first ten months. He encouraged delegates to share their observations, concerns, and reflections.

He also asked delegates to analyze both objective and subjective factors, draw lessons, forecast new developments, and identify key tasks and solutions for the coming period. Priorities include maintaining macroeconomic stability, controlling inflation, promoting growth, effectively implementing Politburo resolutions, and ensuring the smooth operation of two-tier local governments.

The Prime Minister further requested input on social, cultural, defense, security, and foreign affairs, with a focus on social housing construction, disaster response and recovery, and the initiation of integrated school projects in border communes.

He also called for discussions on the implementation of key proposals submitted to the Party Central Committee, the Politburo, the Secretariat, and the 10th Session of the 15th National Assembly.
