The People’s Committee of Phu Tho Hoa Ward, Ho Chi Minh City, recently held a ceremony to welcome and inaugurate a team of seconded officers assigned to work at the ward. This initiative aims to strengthen urban and construction order management in line with the city’s directives.
Attending the ceremony were Mr. Nguyen Tai Luat, Head of Specialized Inspection Team No. 7 from the Department of Construction Inspection, Ho Chi Minh City Department of Construction; along with ward leaders including Mr. Pham Hung Quoc Bao (Secretary of the Party Committee, Chairman of the People’s Council), Mr. Nguyen Tran Tu (Permanent Deputy Secretary of the Party Committee), Mr. Nguyen Cong Chanh (Deputy Secretary, Chairman of the People’s Committee), and Ms. Truong Pham Lan Phuong (Vice Chairwoman of the People’s Committee).

On behalf of the ward’s People’s Committee, Mr. Nguyen Cong Chanh assigned tasks to the seconded officers, urging them to maximize their capabilities and enhance their sense of responsibility in public service. He emphasized close collaboration with the ward’s specialized departments to improve state management efficiency at the grassroots level. Mr. Chanh highlighted that the secondment demonstrates a proactive and innovative approach to personnel organization, meeting the demands of the new phase.
Representing the seconded team, Mr. Phan Minh Tien pledged to fulfill their duties with responsibility, unity, and creativity. He committed to strengthening coordination between the Department of Construction and local authorities in managing construction order, addressing violations, and maintaining urban order within the ward.
The ceremony concluded with an agreed roadmap for professional coordination between the seconded team and the ward’s functional departments, ensuring immediate operational effectiveness at the grassroots level.
As previously reported by Nguoi Lao Dong Newspaper, Ho Chi Minh City is deploying seconded officers from the Department of Construction’s Specialized Inspection Division to communes, wards, and special zones to enhance urban and construction order management. The City People’s Committee Office is tasked with finalizing the decentralization and coordination regulations by November 2025.
The Director of the Department of Construction will collaborate with local People’s Committee Chairpersons to determine needs, assign workplaces, and specify tasks for seconded officers. The Department will also intensify professional guidance and inspections, while localities not receiving seconded officers will be fully responsible for construction order management.
