The People’s Committee of Phu Tho Hoa Ward, Ho Chi Minh City, recently held a ceremony to welcome and inaugurate a team of seconded civil servants assigned to work at the ward. This initiative aligns with the city’s strategy to strengthen urban and construction order management across Ho Chi Minh City.

Attending the ceremony were Mr. Nguyen Tai Luat, Head of Specialized Inspection Team No. 7 under the Department of Specialized Inspection, Ho Chi Minh City Department of Construction; along with ward leaders including Mr. Pham Hung Quoc Bao (Secretary of the Party Committee, Chairman of the People’s Council), Mr. Nguyen Tran Tu (Permanent Deputy Secretary of the Party Committee), Mr. Nguyen Cong Chanh (Deputy Secretary, Chairman of the People’s Committee), and Ms. Truong Pham Lan Phuong (Vice Chairwoman of the People’s Committee).

On behalf of the People’s Committee, Mr. Nguyen Cong Chanh assigned tasks to the seconded team, urging them to leverage their expertise, enhance accountability in public service, and provide professional support. He emphasized seamless collaboration with the ward’s specialized departments to improve local governance effectiveness. Mr. Chanh highlighted that deploying seconded officers demonstrates proactive leadership and a commitment to organizational innovation, meeting the demands of the new phase.

Representing the seconded team, Mr. Phan Minh Tien pledged to fulfill their duties with responsibility, unity, and creativity, aiming to strengthen coordination between the Department of Construction and local authorities in managing construction compliance, addressing violations, and maintaining urban order within the ward.

The event concluded with a coordinated roadmap for professional collaboration between the seconded team and the ward’s functional departments, ensuring immediate operational efficiency at the grassroots level.

As previously reported by Nguoi Lao Dong Newspaper, Ho Chi Minh City is deploying seconded officers from the Department of Specialized Inspection under the Department of Construction to communes, wards, and special zones to enhance urban and construction order management. The Office of the City People’s Committee is tasked with finalizing the decentralization and coordination regulations by November 2025.

The Director of the Department of Construction will collaborate with local chairpersons to determine needs, assign workspaces, and outline specific tasks for seconded officers. While the Department provides oversight and guidance, localities declining seconded support will assume full responsibility for construction order management.
