In relation to the inspection conclusion regarding the Ministry of Foreign Affairs headquarters project at 2 Le Quang Dao, the Government Inspectorate recently announced that the Ministry of Foreign Affairs has submitted a proposal to halt the investment policy for this project. The proposal also includes a mechanism to address outstanding issues, such as inventory of materials and equipment, contract termination, and settlement of public investment capital already allocated to the project, including the value of unfinished work.
This move aims to determine the value of public assets formed after the investment, serving as a basis for transferring the project to Petrovietnam for management.
According to Tien Phong’s reporting, Petrovietnam has issued a conclusion from the Head of the Steering Committee for Research and Implementation of the New Headquarters Arrangement Plan for the corporation.
After evaluating various options, Petrovietnam’s leadership determined that taking over the Ministry of Foreign Affairs headquarters project at 2 Le Quang Dao is the most suitable choice. It meets the required office scale and has garnered support from multiple ministries and sectors.
Petrovietnam has tasked relevant units to initiate procedures and communicate with the Ministry of Foreign Affairs to take over the project at 2 Le Quang Dao for the development of its new office headquarters. The Management Board of the Thai Binh 2 Oil and Gas Power Project has been assigned to prepare resources, review documents, materials, unfinished works, and conduct a comprehensive inventory of the project.

Petrovietnam will collaborate with banks and relevant departments in Hanoi to exchange necessary information and documents, as well as guide procedures for adjusting land use purposes to implement the office headquarters project.
Previously, the Government Inspectorate noted that during project planning, the Ministry of Foreign Affairs included special features such as a helicopter landing pad and an escape tunnel. Later, a Central Archive was added when adjusting the total investment level. These adjustments increased the total investment from 3,484 billion VND to 6,988 billion VND, with nearly 1,585 billion VND arising from the project’s specific nature, though the documentation did not clearly substantiate this.
The inspection agency also highlighted that the project faced numerous obstacles and required an audit to reassess the estimated value and total investment level as a basis for further handling. Therefore, the project’s transfer to another state agency must ensure no loss or waste of the budget.
The Ministry of Foreign Affairs headquarters project covers approximately 8 hectares, comprising three building blocks, with the completion deadline adjusted from 2014 to 2025.
