The Ho Chi Minh City People’s Committee has recently approved the implementation plan for the construction of Metro Line No. 2, connecting Ben Thanh and Tham Luong.

This plan aims to expedite the project’s commencement, accelerate investment progress, and contribute to the development and completion of the urban railway network in Ho Chi Minh City.

It outlines key tasks and focuses on implementing scientific, decisive, synchronized, and effective solutions. The plan emphasizes maximum efforts from relevant agencies and units to ensure the achievement of set goals and objectives.

According to the schedule, from October to December 2025, the following tasks will be completed: submission and approval of the project implementation plan; preparation and appraisal of the mid-term report of the adjusted feasibility study; adjusted environmental impact assessment report; monitoring and evaluation report before project adjustment; and the final adjusted investment feasibility study report.

Notably, the investor will execute related tasks in November and December 2025, with the entire line breaking ground on January 15, 2026, and construction commencing the following day.

The People’s Committee directs departments, agencies, and local authorities along the metro route to streamline administrative procedures, enhance information technology and AI applications for file categorization and priority determination, and minimize processing times. Strict monitoring of file processing progress is required, with accountability for delays.

The Department of Construction is assigned as the coordinating agency, responsible for monitoring and urging relevant units to implement this plan. Biweekly progress reports are to be submitted to the People’s Committee.

The Ben Thanh – Tham Luong Metro project has been approved to apply the provisions of Resolution No. 188 dated February 19, 2025, issued by the National Assembly. This resolution allows for special mechanisms and policies to develop urban railway networks in Hanoi and Ho Chi Minh City for upcoming project activities, eliminating the need for re-approval of investment policies.

Spanning over 11km, this metro line includes 9 underground stations and 1 elevated station, directly connecting with Metro Line 1 at Ben Thanh Station. It passes through Districts 1, 3, 10, 12, Tan Binh, and Tan Phu, linking the city center with the northwestern area.

Approved in 2010, the project initially aimed for a 2026 launch but has been extended to 2030. With a total investment of VND 47,890 billion from the Ho Chi Minh City budget, it plays a crucial role in connecting the city center with the northwest, alleviating traffic on major roads like Cach Mang Thang Tam, Truong Chinh, and Cong Hoa.

Upon completion, Metro Line 2 will significantly enhance connectivity between the city center and the northwestern region, reducing congestion on key routes.
