Breaking: Dong Nai Issues Ultimatum Over Bien Hoa – Vung Tau Expressway Project

The Chairman of the Dong Nai Provincial People’s Committee, Vo Tan Duc, recently issued a statement emphasizing that the provincial Party Committee and People’s Committee leadership have repeatedly affirmed the completion of technical traffic clearance for the project before December 19, 2025, as a political responsibility and a matter of the province’s honor and credibility before the Prime Minister and the Ministry of Construction.

Along the Bien Hoa – Vung Tau Expressway, the contrast between packages is evident, with one side nearly complete while the opposite side has just begun construction (photo taken in Tam Phuoc Ward).

Currently, the construction volume for Component 1 of the Bien Hoa – Vung Tau Expressway has only reached approximately 52% of the contract value, particularly with a significant amount of road embankment work remaining (around 800,000 m3).

The project investor, the Dong Nai Provincial Project Management Board, and the contractor have yet to propose a solution. Consequently, the risk of failing to meet the Prime Minister’s directive for technical traffic clearance by December 19 is substantial.

The Dong Nai provincial leadership has tasked Mr. Dinh Tien Hai, Acting Deputy Director, and Mr. Nguyen Linh, Deputy Director of the Provincial Project Management Board, with direct oversight and full accountability to the Provincial Party Committee, People’s Committee, and the Chairman of the People’s Committee regarding progress, quality, volume, and efficiency in implementing Component 1 of the Bien Hoa – Vung Tau Expressway.

The Department of Home Affairs has been instructed to monitor and evaluate the capabilities, sense of responsibility, and task performance of the two aforementioned Deputy Directors of the Project Management Board.

The Project Management Board is urged to promptly engage additional subcontractors and direct contractors to enhance machinery, equipment, material stockpiling, and labor to accelerate construction and recover lost time.

Additionally, contractors are instructed to strictly ensure traffic flow at overpass locations intersecting existing roads and material transport routes, maintaining traffic safety and environmental hygiene.
