Deputy Prime Minister Tran Hong Ha has signed Document No. 1444/TTg-CN, implementing the conclusions of the National Assembly’s Standing Committee regarding the progress of key national projects outlined in National Assembly resolutions.
Regarding project timelines, the Deputy Prime Minister has instructed the Ministries of Construction, Finance, Public Security, Agriculture, and Environment, along with the People’s Committees of Hanoi, Bac Ninh, Hung Yen, Khanh Hoa, Dak Lak, Lam Dong, Dong Nai, Ho Chi Minh City, Tay Ninh, An Giang, and Can Tho, to rigorously direct investors and contractors. They are to enhance machinery, equipment, and manpower, implementing a “3 shifts/4 teams” work schedule for critical national projects.
These projects include: the North-South Expressway (Eastern Section, Phase 2017-2020 and Phase 2021-2025), Ring Road 4 (Hanoi Capital Region), Khanh Hoa – Buon Ma Thuot Expressway (Phase 1), Gia Nghia – Chon Thanh Section (Western North-South Expressway), Bien Hoa – Vung Tau Expressway (Phase 1), Chau Doc – Can Tho – Soc Trang Expressway (Phase 1), Ho Chi Minh City Ring Road 3, and Long Thanh International Airport.
Long Thanh International Airport is among the nine projects the Deputy Prime Minister has mandated for timely completion.
The Deputy Prime Minister emphasizes adherence to the timelines stipulated in National Assembly resolutions, urging efforts to expedite completion as directed by the Prime Minister.
Additionally, strict quality and progress control during construction is required. Ministries and local authorities are accountable to the Government and the Prime Minister for project quality, timelines, and the integration and connectivity of transportation infrastructure to maximize design capacity and prevent inefficiencies.
The Ministries of Construction and Finance, along with the People’s Committees of Hanoi and Dong Nai, are tasked with inspecting and resolving financial mechanism challenges in public-private partnership (PPP) projects. They must ensure state capital disbursement efficiency without delaying project implementation.
For projects facing material supply issues, such as Ring Road 4 (Hanoi Capital Region) and the Chau Doc – Can Tho – Soc Trang Expressway, the Deputy Prime Minister directs relevant agencies to collaborate with local governments. This includes increasing quarry capacity, opening new sites, and optimizing material allocation across projects to meet deadlines.
The Ministry of Agriculture and Environment is to review and propose amendments to the Law on Geology and Mineral Resources and the Land Law regarding common construction material mining. This ensures a consistent supply for future projects and addresses local challenges promptly.
Upcoming Highway Projects Set to Complete by End of 2025
The Ministry of Construction oversees 11 projects/DATP12 spanning 444 km, with progress on track for completion by the end of 2025. The remaining 11 projects/DATP, totaling 289 km, are managed by local authorities, and 5 out of these 11 are currently adhering to their scheduled timelines.
