Ho Chi Minh City Transfers Authority to Issue Construction Permits to Commune-Level People’s Committees

This system will enable commune-level People’s Committees to implement the process seamlessly, ensuring full connectivity and integration with the Department of Construction’s network.

The Ho Chi Minh City People’s Committee Office has issued a notification outlining Vice Chairman Bui Xuan Cuong’s conclusions regarding the draft decision on the delegation of authority for issuing construction permits. This includes regulations on the scale and duration of structures granted time-limited construction permits within Ho Chi Minh City.

Vice Chairman Bui Xuan Cuong has tasked the Department of Construction with incorporating feedback from relevant agencies and units to thoroughly review and finalize the proposal and draft decision. This focuses on the delegation of authority for issuing construction permits.

The Department of Construction is tasked with exploring software applications to monitor time-limited construction permits and the duration of permitted structures.

Specifically, the Department of Construction is responsible for clarifying whether the process involves delegation or authorization. They must also rename the draft decision to “Delegation of Authority for Issuing Construction Permits: Regulations on Scale and Duration of Time-Limited Permitted Structures in Ho Chi Minh City.” Additionally, they are to provide pre- and post-merger data on construction permits issued by localities now incorporated into Ho Chi Minh City and assess implementation progress.

Furthermore, the Department of Construction is directed to explore software solutions for monitoring time-limited construction permits and the duration of permitted structures. This system should enable commune-level People’s Committees to implement and interconnect with the Department of Construction’s network.

Vice Chairman Bui Xuan Cuong has also instructed the Department of Construction to guide ward, commune, and special zone People’s Committees on issuing construction permits. This guidance aligns with Decision 71 of the Ho Chi Minh City People’s Committee, which outlines procedures for short-term leasing of land and assets managed by the Ho Chi Minh City Land Fund Development Center.
