Latest Developments in Reciprocal Trade Negotiations Between Vietnam and the United States

On November 10th, 2025, in Washington, D.C., U.S.A., Minister of Industry and Trade Nguyen Hong Dien, head of the Vietnamese government’s negotiating delegation, and U.S. Trade Representative Jamieson Greer, head of the U.S. negotiating delegation, held the 8th ministerial-level negotiation session as part of the Bilateral Trade Agreement between Vietnam and the United States.

This ministerial-level meeting preceded the official technical-level negotiations scheduled from November 12th to 14th in Washington, D.C.

In an open, candid, and constructive atmosphere, both ministers discussed and outlined solutions for outstanding key issues while also addressing bilateral trade relations.

Minister of Industry and Trade Nguyen Hong Dien and U.S. Trade Representative Jamieson Greer recently concluded the ministerial-level negotiation session on the Bilateral Trade Agreement between Vietnam and the United States.

Opening the session, U.S. Trade Representative Jamieson Greer reviewed the progress made by both parties and praised the Joint Declaration on the Framework for a Fair and Balanced Trade Agreement, calling it a crucial foundation for expediting the negotiation process.

He also commended Vietnam’s systematic approach and constructive handling of U.S. proposals, acknowledging the Vietnamese delegation’s efforts and cooperative spirit.

Additionally, Trade Representative Jamieson Greer provided direct and positive feedback on several Vietnamese proposals.

Minister Nguyen Hong Dien emphasized Vietnam’s commitment to fostering a balanced and sustainable economic and trade relationship with the United States. He highlighted several proactive measures Vietnam has implemented to enhance bilateral trade.

The Minister stated that finalizing the Trade Agreement would further strengthen the bilateral relationship, not only in trade but also in other areas, aligning with the Comprehensive Strategic Partnership between Vietnam and the United States.

Minister Nguyen Hong Dien proposed several initiatives to advance the negotiation process, urging both sides to adopt practical and flexible approaches for mutual benefit.

Trade Representative Jamieson Greer acknowledged these proposals and tasked the U.S. technical team with studying them for further discussion with Vietnam.

Both ministers agreed that this negotiation session was pivotal in resolving outstanding issues to swiftly finalize the Trade Agreement, benefiting both Vietnam and the United States.
