The lottery business in the Southern region continues to maintain stability and sustain its growth rate.
On the evening of November 10th, a source from Nguoi Lao Dong newspaper revealed that Mr. Nguyen Duc Chi, Deputy Minister of Finance, has signed document No. 17385 addressed to Prime Minister Pham Minh Chinh and Deputy Prime Minister Ho Duc Phoc regarding the organization of lottery business operations.

In line with the Party and State’s policy on restructuring administrative units at all levels and reorganizing state-owned enterprises, and based on legal provisions, the Ministry of Finance submitted reports No. 367 on June 27th and No. 721 on October 13th to the Prime Minister outlining the plan to reorganize lottery businesses nationwide.
To ensure uninterrupted and stable lottery operations, thereby maintaining state budget revenue, the Ministry of Finance continues to collaborate with provincial and municipal People’s Committees to direct lottery companies to maintain their current operations until an official announcement is made regarding the transition to the new model approved by the Prime Minister.
Previously, on October 24th in An Giang, the Southern Regional Lottery Council held its 139th meeting. Representatives from the Ministry of Finance and 21 member lottery companies from various provinces and cities attended.
According to the meeting’s report, in the first nine months of this year, the Southern region’s lottery business remained stable and sustained its growth rate, with ticket sales reaching a high consumption rate of 98.80% on average across the region (a 0.11% increase compared to the same period in 2024).
Traditional lottery sales reached 117.370 trillion VND (an 11.47% increase compared to the same period in 2024 and 75.39% of the 2025 annual plan). Revenue totaled 115.727 trillion VND, with prize payouts at 56.762 trillion VND and distribution costs at 19.733 trillion VND.

From the funds of lottery companies and additional contributions, the region’s social welfare and charitable activities in the first nine months totaled 291.055 trillion VND.
This includes support for building 1,960 houses (including houses of gratitude, charity houses, houses for the poor, and great unity houses) and repairing homes for the underprivileged, valued at 125.586 trillion VND.

Contributions and sponsorships were made to education, healthcare, social welfare programs, funds for the poor, study encouragement funds, scholarships for underprivileged students, programs to support children’s education, policy beneficiary families, Vietnamese Heroic Mothers, wheelchairs and hand-cranked wheelchairs for the disabled, rural road and bridge construction, disaster recovery, and other social welfare activities, totaling 165.469 trillion VND.
