Task Force 1645, led by Director of the Ho Chi Minh City Department of Agriculture and Environment, Nguyen Toan Thang, alongside its members, recently convened to address bottlenecks in issuing land ownership certificates for homebuyers across four projects.
Among these, the low-rise residential area in Long Phuoc Ward, Ho Chi Minh City, developed by Vietnam House Joint Stock Company, comprises 217 lots. To date, 204 lots have received certificates. The developer now seeks certification for three completed units: A-06, A-19, and B-10.
The task force approved certification for these three units. However, clarification is required regarding a previous request from the former District 9 Tax Department, which asked the developer to reconfirm any outstanding financial obligations.
The second project, CC2 Apartments (commercially known as Palm Heights) in Binh Trung Ward, Ho Chi Minh City, is developed by Nam Rach Chiec LLC. This 35-story complex houses 816 units across three blocks, sharing a basement, community center, and kindergarten located outside the main building. The community center is complete, but the kindergarten remains under construction.
Palm Heights residents are set to receive their land ownership certificates.
Director Nguyen Toan Thang approved certificate issuance for homebuyers. The developer’s retained ownership portion will be reviewed once related obligations are settled. The developer’s owned units will be processed in line with the Government Inspectorate’s conclusions, with certificates issued subsequently.
The third project, Khoi Thanh Residential Area in An Khanh Ward, Ho Chi Minh City, is developed by Khoi Thanh Construction and Housing Business LLC. This 26-story development features two blocks (A and B) with three shared basements, totaling 412 units, and a block C comprising five 5-story townhouses.
The developer noted that no authority has confirmed whether the 20% social housing allocation has been fulfilled. Following discussions, Director Nguyen Toan Thang instructed relevant departments and the developer to finalize pending procedures for issuing certificates to all units.
The final project, a low-rise residential area in Tan My Ward, Ho Chi Minh City, is developed by Phat Dat Real Estate Development JSC. With 78 lots, 41 have been certified, leaving 37 pending. The developer seeks certification for completed units.
After reviewing project progress, Director Nguyen Toan Thang approved certificate issuance for homebuyers. Task Force 1645 mandated the developer to engage relevant agencies to confirm social housing contributions and fulfill commitments regarding the remaining 2,100 m² of land pending clearance.
