Red River Scenic Boulevard Master Plan Set for Review
According to Hanoi’s Department of Construction, as reported by Hanoi Moi newspaper, the Red River Scenic Boulevard master plan is expected to be submitted for feedback from relevant ministries and sectors in November 2025, before being presented to the Prime Minister for consideration.
Previously, on October 24, the Chairman of Hanoi People’s Committee signed Decision No. 5309/QĐ-UBND, establishing a task force to oversee the implementation of architectural planning and research for the Red River Scenic Boulevard investment project. The task force is led by Mr. Dương Đức Tuấn, Deputy Chairman of the Hanoi People’s Committee and a member of the City Party Committee’s Standing Board.
Mr. Phan Trường Thành, Head of the Finance and Investment Division at the Hanoi Department of Construction, stated that the Red River Scenic Boulevard is one of the five strategic axes outlined in the Capital’s Master Plan.
This mega-project spans approximately 11,000 hectares, stretching 40 kilometers along the Red River and passing through 16 wards and communes within the Ring Road 4 area. It will impact 40,000 residents and is estimated to require over 400 trillion VND in investment.




The project aims to achieve four key objectives for Hanoi: alleviating traffic congestion, reducing environmental pollution, enhancing urban beautification, and addressing inner-city flooding. Upon completion, it will connect all bridges crossing the Red River.
Additionally, the project will explore the construction of new bridges or tunnels as per the planning requirements. The Hanoi People’s Committee aims to commence construction in early 2026 and complete the project before 2030.

Previously, the Hanoi People’s Committee assigned the consortium of Van Phu Real Estate Development JSC and Deo Ca Group JSC to research and develop the comprehensive plan for the “Red River Scenic Axis” project.
Recognizing the project’s complexity and interdisciplinary nature, the Van Phu – Deo consortium has conducted numerous in-depth research workshops with leading experts and organized field trips to learn from international best practices.
In August 2025, Van Phu and Deo Ca Group conducted their second field survey in Chongqing, China, to study exemplary riverside infrastructure projects. They also engaged domestic and international consultants to contribute to the project’s research.
In September 2025, a Deo Ca Group delegation met with Mr. Oh Se-hoon, Mayor of Seoul, to learn from South Korea’s “Miracle on the Han River.” The goal is to replicate this success in creating a “Miracle on the Red River” in Vietnam, aligning with the vision of the Party and State leadership.
The “Miracle on the Han River” refers to South Korea’s rapid industrialization from the mid-20th century to the early 21st century. During this period, Seoul transformed into a global financial and technological hub, leveraging urban planning projects to turn the Han River into a vibrant urban, cultural, and tourism development axis.
