Vietnamese Minister of Industry and Trade Nguyen Hong Dien, alongside U.S. Trade Representative Jamieson Greer, led the 8th Ministerial-Level Negotiation Session between Vietnam and the United States.
This pivotal meeting, held ahead of the formal technical negotiations scheduled from November 12-14, 2025, in Washington, D.C., fostered an atmosphere of openness and constructive dialogue. Both ministers engaged in substantive discussions, addressing key outstanding issues and charting a course for resolution. The talks also encompassed broader bilateral trade relations.
Both ministers underscored the critical importance of this negotiation session in resolving remaining challenges to finalize the Bilateral Trade Agreement, which promises mutual benefits for Vietnam and the United States.
U.S. Trade Representative Jamieson Greer opened the session by reviewing the progress made by both parties and commended the Joint Declaration on the Framework for a Fair and Balanced Bilateral Trade Agreement. He highlighted this as a cornerstone for expediting the negotiation process. Greer praised Vietnam’s systematic approach and constructive engagement with U.S. proposals, acknowledging the Vietnamese delegation’s efforts. He also provided positive and candid feedback on Vietnam’s proposals.
Minister Nguyen Hong Dien emphasized Vietnam’s commitment to fostering a balanced and sustainable economic and trade relationship with the United States. He outlined several proactive measures Vietnam has implemented to enhance bilateral trade. The Minister stressed that finalizing the Bilateral Trade Agreement would strengthen not only trade ties but also other aspects of the Comprehensive Strategic Partnership between Vietnam and the United States.
Minister Dien proposed several initiatives to advance the negotiation process, urging both sides to adopt a practical and flexible approach for mutual benefit. U.S. Trade Representative Jamieson Greer acknowledged these proposals and tasked the U.S. technical team with further examination for discussion with Vietnam.
