On November 11, the Customs Department announced that the state budget revenue from import-export activities in the first 10 months reached 379.816 trillion VND, equivalent to 92.4% of the assigned estimate, 80.8% of the target, and a 9.3% increase compared to the same period in 2024 (an increase of 32.384 trillion VND).
Accordingly, the total import-export turnover of goods in the first 10 months of 2025 reached 762.44 billion USD (a 17.4% increase, equivalent to 112.74 billion USD compared to the same period last year). The trade balance of goods recorded a surplus of 19.56 billion USD.
According to the Customs Department, in October 2025, the complex fluctuations in the global and domestic gold market, with significant price differences, increased the risk of smuggling and illegal transportation of gold and currency across borders. This was concentrated on land and inland waterways in the southern border areas adjacent to Cambodia (Tinh Bien, Khanh Binh – An Giang, Bo Y – Gia Lai) and Laos (Lao Bao – Quang Tri). Smugglers primarily concealed gold and currency in personal luggage and vehicles. At Noi Bai and Tan Son Nhat international airports, there was a notable trend of hiding items in personal belongings and hand luggage, especially on flights from Taiwan to Vietnam.
The misuse of transit, transshipment, and in-transit types to transport counterfeit goods and goods infringing intellectual property rights continued, mainly at border gates with China, Laos, and Cambodia. Common tactics included misdeclaration, non-declaration of protected trademarks, mixing infringing goods with legal goods, or exploiting simplified customs procedures for in-transit goods to avoid declaring trademarks.
From December 15, 2024, to October 14, 2025, the Customs Authority detected, seized, and handled 15,121 cases, with the estimated value of violating goods reaching 19,551 billion VND. The state budget revenue reached 710.33 billion VND. The Customs Authority initiated legal proceedings for 16 cases and transferred 100 cases to other agencies for prosecution.
In response to the complex situation of smuggling and illegal transportation of goods across borders, the Customs Department has issued multiple documents to warn, strengthen, and guide operations, such as enhancing the prevention, detection, and handling of smuggled goods; addressing the production, sale, and transportation of drugs in the Latin American region. They have directed regional Customs Sub-Departments to review, develop, and organize self-inspections of customs control operations to strengthen customs control, combat smuggling, improve efficiency, and expedite the preparation of customs control operation files.
