Biên Hòa – Vũng Tàu Expressway: A Preview of the Upcoming Launch in Đồng Nai

Following the Prime Minister's directive, Component Project 1 of the Bien Hoa - Vung Tau Expressway through Dong Nai is mandated to achieve technical completion by December 19, 2025. However, the project site remains in disarray, with construction still in full swing.

The Bien Hoa – Vung Tau Expressway spans over 53km with an investment of 17.8 trillion VND, traversing Dong Nai province and Ho Chi Minh City. The section through Dong Nai, over 34km long, is divided into two sub-projects managed by Project Management Unit 85 (Ministry of Construction) and Dong Nai Province’s Project Management Unit.

Sub-project 3, a 19.5km section of the Bien Hoa – Vung Tau Expressway in Ho Chi Minh City, opened for technical traffic in April and is expected to commence operations in December 2025.

According to VTC News, some sections of Sub-project 1 of the Bien Hoa – Vung Tau Expressway have been completed with asphalt paving, lane markings, guardrails, and traffic signs installed.

Workers are currently installing expansion joints on the overpass in the paved areas.

However, progress remains slow in some areas, with sparse machinery and workers primarily focusing on land clearing, foundation compaction, and substructure completion before moving to subsequent phases.

Dong Nai Province’s Project Management Unit reports that Packages 18 and 21, from Km0+000 to Km16+000, are 60% complete. With only 37 days remaining, the project must be finished for technical traffic opening.

Sub-project 1, 16km long, is handled by 8 contractors. Three are ahead of schedule, while the rest lag behind the planned timeline.

In Sub-project 2, approximately 18km long, contractors are in the final push. Despite sufficient fill material, some sections lack essential materials like soil and stone for road structure completion.

Project Management Unit 85 reports Sub-project 2 is 70% complete. While fill material is adequate, stone supply remains challenging. Persistent rain hinders progress, but engineers and workers are striving to meet deadlines.

On-site observations indicate that with current manpower and progress, the Dong Nai section of the Bien Hoa – Vung Tau Expressway may miss the December 19 technical traffic deadline set by the Prime Minister.

Dong Nai Province’s Chairman Vo Tan Duc emphasized that completing technical traffic by December 19, 2025, is a political responsibility and a matter of provincial honor and credibility before the Prime Minister and Ministry of Construction.

Provincial leaders have tasked Deputy Directors Dinh Tien Hai and Nguyen Linh with full responsibility for Sub-project 1’s progress, quality, and efficiency. The Department of Internal Affairs will monitor their performance and accountability.

The Project Management Unit is urged to add subcontractors and ensure contractors increase machinery, equipment, materials, and labor to accelerate progress and recover delays.

Contractors must ensure traffic safety at overpasses, material transport routes, and maintain environmental standards during construction.

On November 2, Minister of Construction Tran Hong Minh inspected the Dong Nai section and directed contractors to expedite work for the 2025 technical traffic deadline.
