According to Quang Ninh Newspaper, on November 11th, Mr. Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, Member of the Central Committee of the Communist Party of Vietnam, and Head of the Provincial National Assembly Delegation, personally inspected the progress of the Ha Long Xanh Complex Urban Area Project.
The Ha Long Xanh Complex Urban Area Project spans over 4,100 hectares, including nearly 1,000 hectares in Tuan Chau Ward and over 3,100 hectares in Ha An Ward. Tuan Chau Ward has completed land clearance and handed over the land to the investor, while Ha An Ward has cleared 81% of the land (equivalent to more than 2,573 hectares) and is continuing to finalize compensation plans for the remaining area.
On the cleared land, Vingroup, the project investor, is currently undertaking land leveling and constructing infrastructure facilities.
During the inspection, Secretary Vu Dai Thang emphasized, “The Ha Long Xanh Complex Urban Area Project is one of the largest urban projects in the country and holds significant importance for the socio-economic development of the province. Over the past period, the province has focused on decisively addressing challenges and obstacles in the project’s implementation, particularly those related to planning adjustments and ensuring land resources for filling.”
To accelerate the project’s progress, the Secretary directed the Provincial People’s Committee to instruct relevant departments and Ha An Ward to complete land clearance for the remaining area as soon as possible. Additionally, they are to coordinate with the investor to finalize land handover procedures on-site, ensuring all conditions are met for the project to commence on December 19, 2025.

Regarding future development directions, the Secretary stated that the Ha Long Xanh area and its surroundings will become a strategic transportation hub in Quang Ninh, connected to high-speed rail lines, highways, and international seaport systems that are currently under study and investment.
The Ha Long Xanh project is strategically located, bordered to the north by the Ha Long – Hai Phong Expressway, to the east and south by the Hot River and Ha Long Bay, and to the west by the Chanh River.
According to the plan, the project will provide over 55,000 real estate products, including apartments, condotels, shophouses, villas, and hotels, with an expected population of approximately 244,000 people.
