On the morning of November 13th, the Da Nang City Party Committee held a conference to study, learn, and implement the resolutions and action plans of the 1st Congress of the City Party Committee for the 2025-2030 term. The conference also addressed new documents from the Central Committee and the City Party Committee.

Continuing Special Mechanisms for Da Nang
At the conference, Mr. Pham Duc An, Chairman of Da Nang People’s Committee, outlined the action plan to implement the resolutions of the 1st Congress of the City Party Committee.
According to Mr. An, the guiding principle of the action plan is to achieve stability through development and sustainable development through stability, ultimately improving the livelihoods of the people.
Development must bring about positive change. Economic growth should be accompanied by an enhanced quality of life for the people and increased trust in the Party, the State, and the government. The satisfaction of the people and businesses must be the key performance indicator.
Mr. An noted that Da Nang has Resolution 136/2024 from the National Assembly on special mechanisms and policies. However, after Hai Phong and Ho Chi Minh City proposed more attractive policies, Da Nang’s mechanisms became less competitive.
Da Nang is now requesting the Central Committee and the National Assembly to amend and supplement the resolution on special policies for the city. Although the National Assembly has not included this in the current session’s agenda, the Standing Committee of the Da Nang City Party Committee hopes to have it added for approval during this session.
In recent days, relevant departments in Da Nang have been working closely with the Ministry of Finance to advance this initiative. This is a critical step to secure the best special mechanisms for Da Nang, enhancing its competitiveness and attracting investment to meet the new term’s targets.
Regarding the International Financial Center, Da Nang is essentially ready to launch operations in December 2025, following the government’s issuance of eight decrees related to the establishment and operation of the center.
Subsequently, Da Nang plans to accredit 5-10 international members to participate in the center’s operations. “While it will take considerable time to become fully operational, Da Nang’s ability to successfully organize and implement this task is a clear highlight,” Mr. An shared.

Why Reclaim Land from the Sea?
Mr. Pham Duc An announced that Da Nang is promoting 26 large private projects and 12 public-private partnership projects for investment.
For instance, the Lien Chieu container port project, valued at VND 44 trillion, is currently issuing tender documents; the Da Nang Downtown park project, worth approximately VND 80 trillion, has already broken ground.
Notably, the Da Nang Bay land reclamation project, valued at around VND 366 trillion, has sparked diverse public opinions. Concerns include potential environmental impacts and questions about the necessity of land reclamation given the expanded space after the merger with Quang Nam.
According to Mr. An, this project is a major initiative endorsed by the Party and State leadership, and Da Nang has extensively discussed it.
“Take Dubai, for example. Despite having vast desert lands, they still reclaim land from the sea. The combination of land, water, and hills creates an incredibly attractive environment for foreign investors,” Mr. An explained.
Therefore, even though Da Nang will have new development spaces in the south after the merger, a special project like this is essential to attract foreign investment.
Additionally, Da Nang is seeking a USD 10 billion investment for the Chu Lai airport to develop logistics and related aviation services. Plans also include constructing an urban railway connecting the city center to Chu Lai, with an estimated cost of VND 50 trillion.
To execute these initiatives, Mr. An emphasized that all levels and sectors must create favorable conditions, particularly in addressing land acquisition challenges, which have historically hindered both public and private projects.
Without cooperation from the public and decisive action from the government, projects will face delays. Some initially promising projects have stalled over time.
The Chairman of Da Nang highlighted that the Congress’s action plan sets an ambitious target of VND 1,000 trillion for public and private investment.
“Implementation is crucial, especially in streamlining administrative procedures, improving the Provincial Competitiveness Index, and fostering closer collaboration between the government and the private sector,” Mr. An stressed.
