The Hanoi People’s Committee has issued an urgent construction order to renovate the Thuy Phuong canal system. This project aims to supply water to the To Lich River and mitigate localized flooding in areas such as Resco, Ecohome, Diplomatic Corps, Tay Ho Tay, Ciputra, and surrounding neighborhoods.
The project is estimated to cost approximately VND 869 billion, funded by the city’s budget. Completion is expected by Q3/2026, with key components finalized before the 2026 rainy season.
According to the Hanoi People’s Committee, the construction will ensure a stable, high-quality water supply from the Red River to maintain environmental flow in the To Lich River. It will also improve water pollution, enhance urban aesthetics, and support drainage systems, ultimately elevating residents’ quality of life.

The project will also aid drainage in the Co Nhue sub-basin, directing water toward the Nhue and To Lich Rivers to reduce flooding in Dong Ngac, Resco, Ecohome, Diplomatic Corps, Tay Ho Tay, and Ciputra. Additionally, it will support irrigation for existing agricultural land.
The Hanoi Project Management Board for Technical Infrastructure and Agricultural Construction has been appointed as the project’s investor and executing agency.
The investor is responsible for selecting qualified and capable construction units in compliance with regulations.
The Project Management Board is tasked with thoroughly reviewing project components to address any overlapping construction with other projects, ensuring efficient use of investment capital.
Additionally, the Hanoi People’s Committee has directed the wards of Dong Ngac, Xuan Dinh, and Nghia Do to oversee land clearance, handover, and provide full support to the investor for project implementation, in line with their respective functions and duties.
