On November 12th, the Standing Committee of the Hanoi People’s Council announced that the 27th session of the City People’s Council will convene on the afternoon of November 13th to deliberate on matters within its jurisdiction.
The session will review and approve the investment policy for the project to construct a road connecting Gia Binh Airport with Hanoi, utilizing a Public-Private Partnership (PPP) model under a Build-Transfer (BT) contract.
Additionally, the session will consider adjustments to the investment policy for the Tran Hung Dao Bridge construction project and authorize the Thai Nguyen Provincial People’s Committee to implement the Hanoi-Thai Nguyen section of the CT.07 Expressway under a PPP scheme.
The session will also adopt a resolution setting tuition fees and subsidies for public preschool and general education institutions, as well as tuition support for students enrolled in private preschool and general education schools within the city.
The resolution will determine the number of full-time delegates for the City People’s Council and establish the quantity, names, and scope of responsibilities for the Council’s committees.

Furthermore, the session will review the investment policy for the renovation, upgrading, and reconstruction of the To Lich River park system under a PPP model with a BT contract.
Proposed by the Sun Group Corporation, the project will span the To Lich River through the districts of Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet.
Key components include: pavement systems (sidewalks, plazas, retaining walls, riverside walkways, seating steps, planters, parking areas, sports fields, playgrounds, and pedestrian paths); architectural structures; landscaping; and various amenities.
The project requires approximately 737,927.6 m² of land. Construction and infrastructure development are scheduled from Q4 2025 to Q4 2028.
The PPP contract will be settled through land allocation, with approximately 34.8 hectares designated in Area 4 of Son Dong and An Khanh communes, Hanoi.

This month, Hanoi’s Department of Construction is set to gather public input on the landscape planning project for the Hong River scenic boulevard, with the aim of submitting it to the Prime Minister for review.
