
Over the past period, numerous streets and intersections in Hanoi have been equipped with intelligent AI-powered camera systems to monitor traffic. These technological “eyes” are capable of recognizing license plates, detecting violations such as running red lights, lane violations, and using mobile phones while driving, and automatically transmitting data to the processing center.

According to the Hanoi Traffic Police Department, the deployment of AI camera systems has enhanced management efficiency, reduced pressure on traffic police, and contributed to fostering a sense of voluntary compliance among road users. However, some individuals have resorted to various tricks to obscure their license plates and evade surveillance.


Using simple tools like adhesive tape or face masks, many drivers have devised ways to obscure their license plates, attempting to deceive the AI “eyes.”

On many streets of the capital, it is not uncommon to encounter ride-hailing drivers and delivery personnel deliberately obscuring their license plates.

“This situation not only complicates vehicle identification but also demonstrates uncivilized behavior in traffic,” shared Thanh Hùng from Ba Đình, Hanoi.

Many delivery personnel deliberately use cargo or goods to obscure their license plates while driving.

According to Article 14, Clause 3, Point b of Decree 168/2024/NĐ-CP, individuals operating motorcycles with obscured license plates will be fined between 4 and 6 million VND.

Speaking with Tien Phong reporters, a representative from the Hanoi Traffic Police Department stated, “In recent times, the AI camera system for traffic monitoring in Hanoi has yielded positive results. However, some individuals have deliberately obscured their license plates to evade detection. Moving forward, authorities will intensify inspections and impose strict penalties to ensure safety and transparency in traffic monitoring.”

In response to the growing trend of vehicle operators obscuring license plates to evade AI-powered traffic cameras and avoid penalties, the Traffic Police Department has stated that such actions constitute deliberate violations. As a result, they are actively exploring and proposing stricter penalties to deter this behavior.
