The People’s Committee of Quang Ninh Province recently approved the establishment of the Phuong Nam 2 Industrial Cluster (IC) in Yen Tu Ward, Uong Bi City. Spanning 69.4 hectares, the project is led by Cam Thinh Industrial Joint Stock Company as the primary investor.

With a total investment of 1.057 trillion VND, the project is 30% funded by the investor. Implementation requires land clearance and compensation for 527 households, primarily affecting 56 hectares of rice fields. The project is slated for completion by July 2027, with secondary investors expected from Q3/2027.
Behind Cam Thinh Industrial JSC is Mr. Bui Xuan To, serving as both CEO and legal representative. Mr. To is recognized as the Chairman of the Quang Ninh Province Veteran Entrepreneurs Association and Vice Chairman of the Vietnam Veteran Entrepreneurs Association.

Beyond industrial real estate, Mr. To chairs the Board of Atexfood Thailand Food Technology JSC. Despite being in his 70s, he remains actively involved in managing multiple projects.
Established in April 2018, Cam Thinh Industrial JSC initially had Mr. Bui Xuan To as a key contributor with a 29% stake, alongside Halong Economic Group JSC (10%) and Quang Ninh Veteran JSC (5%).
Mr. To’s business ecosystem highlights robust activity in industrial real estate. He also serves as CEO of Halong Economic Group (HEG), developer of the Ha Khanh IC (50 ha) in Ha Long City.
In addition to the newly approved trillion-VND project, entities linked to Mr. To are developing Phuong Nam 1 IC (63 ha, 545 billion VND) in Uong Bi and Cam Thinh IC (69.5 ha, 627 billion VND) in Cam Pha. He also co-founded Phu Thinh Van Don JSC, developer of Van Don IC (53 ha, 500 billion VND).
