Accelerating the Progress of Four North-South Expressway Projects to Ensure Completion by December 19, 2025

The Prime Minister's Office has issued Document No. 11074/VPCP-CN dated November 12, 2025, conveying the directives of Deputy Prime Minister Nguyễn Hòa Bình to expedite the progress of four key highway projects: Hòa Liên - Túy Loan, Quảng Ngãi - Hoài Nhơn, Hoài Nhơn - Quy Nhơn, and Quy Nhơn - Chí Thạnh, under the purview of Inspection Team No. 01.

According to the document, in response to the Ministry of Construction’s proposal in Document No. 289/BC-BXD dated November 7, 2025, regarding the resolution of difficulties and obstacles in four expressway projects—Hoa Lien – Tuy Loan, Quang Ngai – Hoai Nhon, Hoai Nhon – Quy Nhon, and Quy Nhon – Chi Thanh—by Inspection Team No. 01, Deputy Prime Minister Nguyen Hoa Binh provided the following directives:

The People’s Committee of Da Nang City is urged to expedite the completion of land clearance for five frontage roads and cross roads in Ba Na Commune, Lien Chieu Ward, and Hoa Khanh Ward. This will enable the Ho Chi Minh Road Project Management Board (the investor) to commence and complete construction of the Hoa Lien – Tuy Loan Project.

The People’s Committee of Quang Ngai Province must identify specific challenges, propose solutions, and set timelines for handing over the entire site for the rest stop area, ten frontage roads, one branch route at the Sa Huynh intersection, and the toll station management area, including U-turn lanes at National Highway 24, Duc Pho, and Sa Huynh intersections. Simultaneously, they should continue community engagement and advocacy to ensure public support for compensation policies and commitments made by Project Management Board No. 2 (the investor) and the contractor. This will facilitate the investor’s efforts to complete the Quang Ngai – Hoai Nhon Project by December 19, 2025.

The Ministry of Construction, investors, and contractors must strictly adhere to the directives issued by Deputy Prime Minister Nguyen Hoa Binh in Document No. 8741/VPCP-CN dated September 16, 2025. They are to promptly implement measures to ensure the timely completion of the North-South Expressway projects by December 19, 2025, without any delays.
