The Chairman of the Da Nang People’s Committee mentioned that Resolution 136/2024 of the National Assembly on special mechanisms and policies, but later Hai Phong and Ho Chi Minh City proposed more attractive mechanisms and policies, making Da Nang’s policies outdated. Therefore, Da Nang is currently requesting the Central Government and the National Assembly to amend and supplement the resolution on special policies for the city…
“In recent days, relevant departments in Da Nang have been working with the Ministry of Finance to fulfill this task. This is one of the breakthrough steps to ensure the best special mechanism for Da Nang, enhancing its competitiveness, attracting investment, and meeting the targets of the new term,” Mr. An said.
Regarding the International Financial Center, the Chairman of the Da Nang People’s Committee stated that Da Nang is basically ready for December 2025, after the Government issues 8 Decrees related to the establishment and operation of the international financial center, to put it into operation immediately. And it can recognize 5-10 international members to participate in the operation of the financial center. Meanwhile, the Free Trade Zone is attracting interested customers and investors for implementation.
Special Projects Needed to Attract Investment
Regarding the development of the private economy, Mr. Pham Duc An said: Da Nang is introducing 26 very large private projects and 12 mixed projects for investment and investment calls. For example, the Lien Chieu container port project of 44 trillion VND is issuing bidding documents; the Da Nang Downtown park project of about 80 trillion VND has broken ground, and the Da Nang Bay land reclamation project of about 366 trillion VND.
Specifically, regarding the land reclamation project, the Chairman of the Da Nang People’s Committee said: This is a very large project and there are diverse opinions from the public about land reclamation, whether it will affect the marine environment and landscape or not. And when Da Nang and Quang Nam have merged, there is a new space and a lot of land, so why is there a need for land reclamation.
“This project is a very significant initiative of the Party and State leaders, and Da Nang has discussed it extensively,” Mr. An said.
Mr. An gave the example of Dubai, where land is not scarce, and the desert is vast, but why do they still reclaim land? Because the combination of land, water, and hills is an extremely special and attractive space for foreign investors. Therefore, although Da Nang, after merging with Quang Nam, has development space in the south and will have specific development directions, it is clear that special projects like this are needed to attract foreign investment.
Additionally, Da Nang is calling for investment in a project of about 10 billion USD for Chu Lai Airport to develop logistics and all services related to the aviation industry. At the same time, it is building an urban railway connecting the city center to Chu Lai, costing about 50 trillion VND.
“If we can achieve this, we will open up a very large development space and many more projects will follow. This will be the foundation for the development of the private economy and the city’s economy in the coming time. These will be the driving projects for investment calls. This requires all levels and sectors to create all conditions for implementation…,” the Chairman of the Da Nang People’s Committee said.
