Speaking at the ceremony to announce the donation of software to 5 million business households for tax declaration transition, organized by Sapo Company on the afternoon of November 11, Mr. Mai Sơn – Deputy Director of the Tax Department stated that immediately after Resolution 68 was issued, the Ministry of Finance directed its affiliated units to concretize the content of innovating tax management and declaration methods for business households. Based on this, several projects have been prepared, with Decision No. 3389 of the Minister of Finance serving as a crucial foundation for implementation.
Mr. Sơn mentioned that the ongoing “60-day campaign” by the tax industry is considered a turning point, providing momentum to help business households confidently adapt to the new tax management method without encountering difficulties.
During the 60-day campaign, the tax industry conducted on-site surveys in various localities to assess the infrastructure capacity of business households, as well as their understanding of tax policies and laws, and common concerns. Mr. Sơn noted that many business households still have concerns about inventory, declaration discrepancies, potential penalties, or tax arrears. Therefore, the tax industry continuously organizes communication channels, dialogues, and seminars to address these issues, helping taxpayers understand and proactively fulfill their obligations.
“Our goal is to ensure that business households and taxpayers are aware, understand, and agree to effectively implement and independently manage their obligations,” Mr. Sơn emphasized.
Following the survey, the tax industry will categorize and provide appropriate support, connecting each group of business households with accounting and tax declaration software providers suitable for their scale and operational conditions. For struggling business households, especially those in remote areas, disaster-stricken regions, or deep rural areas, tax authorities will offer long-term support policies and higher priority.
According to statistics, the industry is managing over 3.6 million business households, with approximately 2.5 million requiring direct support. The remaining households may engage in irregular business activities. This is a significant number, while small business households face challenges in infrastructure and accessing policy information.
To meet this demand, the Tax Department is expediting the completion of guidance materials and preparing to launch a pilot tax declaration portal. It is expected that in November, business households can experience the new tax declaration portal before the system officially operates from January 1, 2026.
Mr. Sơn stated that for business households ready to transition, the tax industry encourages early adoption of accounting software and electronic tax declaration, especially for those taxed based on revenue minus expenses. This aims to reduce compliance costs, save time, and minimize errors.
The Deputy Director of the Tax Department affirmed, “The more transparent and compliant business households are, the less likely they are to face administrative violations. Particularly, those who comply well will not be subject to inspections. In reality, inspections are only conducted when there is a risk threshold.”
Mr. Sơn expressed hope that this transparency will create better development conditions for business households, enabling them to access more capital, tax incentives, and timely support from the central government.
“The tax industry commits to long-term companionship, not only during the transition phase but also after the new system stabilizes, ensuring all challenges and obstacles faced by taxpayers are heard and resolved promptly,” the Deputy Director of the Tax Department affirmed.
