
The Hanoi People’s Committee has officially approved the land-use conversion for the development of a mixed-use complex, encompassing residential, office, commercial, and educational facilities. This project is set to transform the F1/CC2, F1/TH4, and F1/HH9 plots within the F1 planning area of the H2-4 sub-district, located in Dong Quan Ward, Vinh Hung District.
Under the decision, Tan A Production and Trading Co., Ltd. is authorized to convert over 29,200 m² of agricultural land and lease an additional 600 m², totaling nearly 29,900 m² for the project. The development comprises three key zones: a low-rise commercial area, a school campus, and a residential apartment complex.
The low-rise commercial zone (F1/CC2), spanning over 10,000 m², is designated for commercial and service activities. The land lease agreement extends until July 28, 2075, with annual payments to the state.
The second plot (F1/TH4), covering nearly 9,500 m², is allocated for a high school construction. Similar to the commercial zone, this land is leased annually by the state until July 28, 2075.
The residential apartment plot (F1/HH9), measuring 10,248 m², is classified as urban residential land. The investor’s land usage rights are valid until July 28, 2075. Upon project completion, apartment owners will receive Certificates of Land Use Rights and Ownership of Property attached to Land, ensuring long-term stability.
The land allocation and leasing process for the entire 29,900 m² area will bypass public auctions for land use rights and investor selection, as per state regulations.
The Hanoi People’s Committee has instructed Tan A Production and Trading Co., Ltd. to coordinate with the Department of Agriculture and Environment, Hanoi Tax Department, and Department of Construction to complete necessary procedures.
Additionally, the Vinh Hung Ward People’s Committee is tasked with overseeing the investor’s land management and usage, ensuring compliance with approved boundaries and purposes. They must also enforce regulations related to investment, construction, environmental protection, fire safety, technical infrastructure, and social amenities throughout the project’s implementation.
