In a recent report to the National Assembly, Minister of Construction Tran Hong Minh highlighted the urgent need for investment in the Gia Binh International Airport project. He emphasized that Noi Bai Airport, the primary international gateway for Hanoi and the Northern Key Economic Region, is currently operating beyond its designed capacity.
“The development of Gia Binh International Airport is a strategic and groundbreaking move, contributing to the restructuring of the aviation network in the Capital Region,” Minister Minh stated.

According to the Minister, Gia Binh Airport will serve as a strategic complement to Noi Bai, leveraging advantages in space, connectivity, and infrastructure. The project also holds significant importance for national defense, security, and hosting international events, notably the 2027 APEC Summit.
The Minister outlined that Gia Binh International Airport aims to meet international standards, becoming a smart, green, sustainable, and world-class airport. It will also function as a dual-use airport, ensuring security and defense operations, and achieving a 5-star international airport service rating, ranking among the top 10 globally according to Skytrax criteria.
Gia Binh Airport is envisioned as the Northern region’s aviation hub, serving as a passenger and cargo transit airport, as well as a maintenance, repair, and overhaul (MRO) facility for the Asia-Pacific region.
Project Scale and Timeline
The project is expected to accommodate approximately 30 million passengers and 1.6 million tons of cargo annually by 2030, and 50 million passengers and 2.5 million tons of cargo by 2050.
The airport’s passenger terminal will be constructed based on SkyTrax’s 5-star service standards. A separate VIP terminal, covering an area of approximately 5,900m², will also be built.
The project will utilize over 1,800 hectares of land, impacting around 7,100 households (with approximately 5,800 requiring resettlement) and 118 organizations.
The total investment for Gia Binh Airport, as reported by the Government, is approximately 196,378 billion VND, with Phase 1 costing around 141,236 billion VND and Phase 2 at 55,142 billion VND. The project will be funded by the investor’s capital, including equity and legally mobilized funds.
Regarding the timeline, the Government plans to invest in essential facilities for the 2027 APEC Summit during 2025-2027. Phase 1’s remaining construction will be completed between 2026-2030, while Phase 2 (2031-2050) will finalize the infrastructure to handle 50 million passengers annually.
The Government has set the project’s operational period at 70 years, from 2025 to 2095.
Challenges and Policy Proposals
The Government noted that approximately 25 historical sites within the project’s land clearance area need to be relocated, but current legislation lacks provisions for this. Consequently, the Government proposes that the National Assembly authorizes the People’s Committee of Bac Ninh Province to relocate these historical and cultural sites during project implementation.
During the review, Chairman of the Economic and Financial Committee Phan Van Mai expressed the Committee’s agreement with the necessity of investing in Gia Binh Airport. However, they requested a more detailed quantification of the project’s objectives, an assessment of the feasibility to meet the 2027 APEC Summit deadline, and an analysis justifying the 70-year operational period.
The Committee also urged the Government to clarify the basis for calculating the project’s investment rate and compare it with similar airport projects in the region to determine an optimal cost.
The Resolution on the investment policy for the Gia Binh International Airport construction project is expected to be approved by the National Assembly on the final day of its 10th session.
