Lao Cai Selects Investor for Eco-Urban Development at the Renowned O Quy Ho Tea Hill Scenic Area

The People's Committee of Lao Cai Province has issued Decision 1794/QD-UBND, approving the investment policy and designating the investor for the Ô Quý Hồ Tea Hill Eco-Urban Area project in Sa Pa Ward, a renowned local landmark.

The O Quy Ho Tea Hill is one of the most breathtaking attractions in Sa Pa, Lao Cai.

According to the decision dated October 30, 2025, Hong Phong Investment and Development LLC and Ecopark Hai Duong JSC were selected as the investors for the project.

The O Quy Ho Tea Hill Eco-Urban Area spans nearly 29.4 hectares, with an expected population of approximately 1,451 residents and a total investment of over 2.424 trillion VND.

The project aims to develop a modern eco-urban area with synchronized technical and social infrastructure, seamlessly blending urban space with tourism, commerce, and leisure activities. It also seeks to effectively leverage the natural landscape and local culture of Sa Pa.

The investors will construct 403 commercial housing units (152 terraced houses and 251 villas), 6 commercial and service facilities, a 5-star hotel, 2 educational institutions (a primary and lower secondary school, and a kindergarten), along with a comprehensive system for transportation, water supply and drainage, lighting, and landscaping to ensure seamless integration with the regional infrastructure.

Project timeline: Completion of legal procedures by Q1/2026; groundbreaking and expected completion for operation by Q3/2030.

The project’s operational period is 50 years, starting from the date the investor receives the land allocation, land lease, or land-use conversion decision from the competent state authority.

The Provincial People’s Committee requires the investor to allocate sufficient capital, ensure project progress and quality, comply with investment, construction, environmental protection regulations, and fulfill financial obligations to the state. Close coordination with relevant departments, agencies, and local authorities is also mandated throughout the project’s implementation.

In April, the Lao Cai Provincial People’s Committee issued Decision 1366 approving the Eco-Tourism, Leisure, and Entertainment Plan for the Sa Pa Town Forest Protection Management Board for the 2022-2030 period.

Accordingly, Lao Cai Province aims to attract at least 5 capable investors to lease forest environments at tourism sites for eco-tourism, leisure, and entertainment projects within the 15,972-hectare forest protection area managed by the Sa Pa Town Forest Protection Management Board from 2022 to 2030. The plan targets an average annual visitor count of 50,000 to 100,000 tourists, with international visitors making up at least 8% and overnight stays accounting for over 28% of the total. Revenue from tourism activities is expected to reach at least 780 billion VND, with forest environment leasing revenue contributing a minimum of 780 million VND.

Nine eco-tourism, leisure, and entertainment sites have been identified within the area: The Pine Hill Eco-Tourism Site (49.8 hectares of forested land and 9.7 hectares of non-forested land); The Ly Hill Eco-Tourism Site (19.4 hectares of forested land and 14.9 hectares of non-forested land); The De Stream Eco-Tourism Site (31.7 hectares of forested land and 4.9 hectares of non-forested land); The Ho Stream Eco-Tourism Site (79.4 hectares of forested land and 9.6 hectares of non-forested land); The Silver Waterfall Eco-Tourism Site (266.3 hectares of forested land, 85.2 hectares of non-forested land, and 4.1 hectares of water surface); The Burnt Hill Eco-Tourism Site (56.4 hectares of forested land and 22.6 hectares of non-forested land); The Ham Rong Mountain Eco-Tourism Site (49 hectares of forested land and 25.5 hectares of non-forested land); The Muong Hoa Eco-Tourism Site (90.8 hectares of forested land and 6.9 hectares of non-forested land); and the Ngu Chi Son Eco-Tourism Site (124.3 hectares of forested land and 7.4 hectares of non-forested land).

Hong Phong Investment and Development LLC was established in 2018 in the former Van Giang District, Hung Yen Province, primarily engaged in real estate business. With a charter capital of 30 billion VND, Mr. Nguyen Cong Hong serves as the Owner and Director. The company first increased its capital in 2018 to 100 billion VND. Notably, in 2025, the company continuously raised its charter capital to over 400 billion VND in March, over 620 billion VND in June, over 1.279 billion VND on June 23, and over 1.908 billion VND just a few days later, on June 26.
