REE Granted Over 7,000 Hectares of Offshore Area for Wind Power Survey in Southern Vietnam

On November 11th, the Ministry of Agriculture and Environment granted CTCP Cơ Điện Lạnh (HOSE: REE) a designated marine area for measurement, investigation, and survey activities. This initiative supports the development of the Nam Bộ 3 offshore wind power project in Đông Hải commune, Vĩnh Long province.

The designated marine area spans approximately 7,092 hectares, bounded by four specific coordinates. It allows for usage up to a depth of 117 meters and an elevation of 40 meters above sea level.

The usage period for this marine area is set at 36 months from the decision’s issuance date. Notably, the enterprise is exempt from paying fees for using the marine area during the survey period.

The Ministry of Agriculture and Environment mandates that REE utilizes the marine area for its intended purpose, avoiding encroachment or occupation of the sea. It must also comply with approved planning, ensure no impact on national defense, security, sovereignty, or national interests at sea, adhere to environmental and marine ecosystem protection regulations, and refrain from transferring, mortgaging, contributing capital, or leasing the assigned marine area rights.

Previously, on November 6th, REE announced an additional investment of 3.25 trillion VND into REE Energy LLC, increasing its energy division’s charter capital from 7.25 trillion VND to 10.5 trillion VND.

REE Energy, a holding company managing energy investments, is wholly owned by REE.

REE Energy aims to proactively propose potential wind power projects and register investments in projects under the adjusted Power Development Plan VIII. It targets adding 100MW by 2025, 500MW within the next three years, and expects a total capacity exceeding 2,000MW by 2030.

Currently, the corporation has initiated three wind power projects in Vinh Long province with a combined capacity of 176MW, scheduled for operation in 2026-2027.

Offshore Wind in the Net Zero Strategy

REE’s allocation of the marine area aligns with Vietnam’s push for renewable energy development, aiming for Net Zero by 2050. Offshore wind is a strategic pillar for ensuring energy security and fostering a sustainable blue economy.

PECC2 (HOSE: TV2) reported that by late July, Vietnam had 17 operational onshore wind projects with a total capacity of over 763MW, accounting for 19% of the country’s total wind power capacity (3,980MW).

As of November 2024, Vietnam has yet to install any offshore wind projects, with only two projects permitted for survey.

To accelerate offshore wind development, the government issued Decree 11/2021 on allocating specific marine areas for resource exploitation, Resolution 139/2024/QH15 on marine spatial planning, and Decision 262/QĐ-TTg approving the national power development plan for 2021-2030, with a vision to 2050.

Under the adjusted Power Development Plan VIII, Vietnam aims for 6,000MW of offshore wind capacity by 2030 and 17,500MW by 2035. By 2050, this capacity is projected to reach 113,000-139,000MW.
