The State Securities Commission of Vietnam (SSC) has issued Decision No. 404/QĐ-XPHC regarding administrative penalties for violations in the securities and stock market sector against CFS Investment, Trading, and Import-Export Joint Stock Company (CFS, headquartered at 2nd Floor, FLC Landmark Tower, Le Duc Tho Street, Tu Liem Ward, Hanoi, Vietnam).
Accordingly, CFS was fined 92.5 million VND for failing to disclose information on the SSC and Hanoi Stock Exchange (HNX) disclosure systems for the following documents: Audited Financial Reports (AFR) for 2023 and 2024; Quarterly Financial Reports (QFR) for Q1, Q2, Q3, and Q4/2024; QFR for Q1, Q2, and Q3/2025; Semi-annual Financial Reports (SAFR) for 2024 and 2025, which were reviewed; Annual Reports for 2023 and 2024; Resolutions and Minutes of the Annual General Meeting of Shareholders for 2024 and 2025.

The SSC also issued Decision No. 398/QĐ-XPHC regarding administrative penalties for violations in the securities and stock market sector against TNH Hospital Group Joint Stock Company (TNH Hospital, headquartered at 328 Luong Ngoc Quyen Street, Phan Dinh Phung Ward, Thai Nguyen Province, Vietnam).
Accordingly, TNH Hospital was fined 112.5 million VND for failing to disclose an audited capital usage report at the Annual General Meeting of Shareholders or provide a detailed explanation of the use of capital raised from the public offering in the audited Annual Financial Report as required.
Specifically, at the 2024 Annual General Meeting of Shareholders, the company disclosed the Progress Report on the Use of Capital Raised from the 2023 Share Offering. As of March 31, 2024, the company had utilized 241,878,517,372 VND out of the total 250 billion VND for the TNH Viet Yen Hospital project.
According to the documents provided by the company, as of December 9, 2024, the company had fully utilized the remaining 8,121,482,628 VND. However, the company failed to disclose an audited capital usage report at the 2025 Annual General Meeting of Shareholders or provide a detailed explanation of the use of the aforementioned 8,121,482,628 VND in the audited 2024 Annual Financial Report.
Additionally, TNH Hospital was fined 60 million VND for disclosing incomplete information regarding transactions between the company and related parties in the Corporate Governance Report for the first half of 2024, the 2024 Corporate Governance Report, and the Corporate Governance Report for the first half of 2025.
The total fine amount is 172.5 million VND.
Proposed Fine of VND 160 Million for Selling or Renting Social Housing to Ineligible Individuals
The Ministry of Construction has proposed hefty fines ranging from 120 to 160 million VND for the illegal sale, lease, or lease-purchase of social housing to ineligible individuals, as per regulatory guidelines.
TNG Advances 5% Dividend Payout for Second Tranche of 2025
TNG is set to distribute over 61.3 billion VND as an interim dividend for the second tranche of 2025, offering a 5% cash dividend rate. The final registration date for shareholders to qualify for this dividend is November 13, 2025.
