The Gia Binh International Airport project spans over 1,900 hectares, covering the communes of Gia Binh, Nhan Thang, Luong Tai, and Lam Thao.
As reported by the Bac Ninh Province’s Information Portal, approximately VND 1,997.82 billion has been disbursed in compensation for land clearance to around 4,054 households across three communes: Gia Binh, Nhan Thang, and Luong Tai, totaling over 436 hectares. Compensation in Gia Binh and Nhan Thang communes has been fully disbursed. In Luong Tai, 16 out of 20 villages have received VND 919.37 billion, benefiting 1,587 households, with the remaining four villages set to complete payments by November 12, 2025.
For the resettlement and cemetery relocation project, a total of 263.8 hectares has been identified across Trung Chinh and Luong Tai communes, based on land records and cadastral data.
The land clearance process faces challenges, including determining support for livelihood stabilization and career transitions, as the percentage of remaining agricultural land must be assessed. Draft regulations are still under review and finalization. Additionally, there is a shortage of personnel for land and property surveys.
Complexity in verifying land origins and assets further delays progress. Many households have unauthorized land-use changes without proper documentation, and specific compensation guidelines for such cases are lacking.

Chairman Vuong Quoc Tuan emphasized that the Gia Binh International Airport and related projects are Bac Ninh Province’s top political priorities. He urged all departments, agencies, and localities to expedite land clearance, with a deadline of November 30, 2025, particularly for agricultural land in three key projects: the airport, the central road, and resettlement areas, including cemetery relocation.
Regarding compensation files, Chairman Tuan directed Gia Binh Commune to submit documents to investors by November 30, 2025, and Luong Tai Commune by December 15, 2025.
On resettlement, Chairman Tuan highlighted its importance to residents, noting that all steps have followed procedures, including public consultations. Resettlement areas are strategically located for convenience, and expanded to meet community needs. However, all actions must comply with legal frameworks, with no “land-for-land” compensation policy.
He also mandated immediate compensation for resettlement land based on approved adjusted plans, with completion by December 15, 2025.
The Gia Binh Airport is pivotal for driving growth in Eastern Hanoi, meeting the rising aviation demands of the Northern Key Economic Region, and alleviating pressure on the overburdened Noi Bai Airport, which lacks expansion capacity.
The project is also designated to support the 2027 APEC Summit, aiming to rank among the world’s top 10 five-star airports (Skytrax criteria) and serve as a Northern gateway and Asia-Pacific aviation hub for transit and maintenance.
With a total investment of VND 196,378 billion across two phases (VND 141,236 billion for phase one), the airport will meet 4F standards, handling 30 million passengers and 1.6 million tons of cargo by 2030, increasing to 50 million passengers and 2.5 million tons by 2050.
