$3.3 Billion Sun Group-Proposed Route to Connect Gia Binh Airport with Hanoi via Investment Policy

The Hanoi People's Council has approved the investment policy for the project to construct a road connecting Gia Binh Airport with the capital city.

This project aims to establish a modern, short-haul route that will boost economic and social development, enhance logistics, and drive e-commerce growth. It will also alleviate congestion at Noi Bai Airport and improve Hanoi’s connectivity, ensuring seamless VIP flights.

With a preliminary investment of over VND 32,970 billion, the project is proposed by Sun Group Corporation, slated for implementation between 2025 and 2026.

The route spans across Thuan An, Phu Dong, Thu Lam, and Dong Anh communes in Hanoi, as well as Tu Son and Phu Khe wards in Bac Ninh Province.

The new 7km section features a 120m cross-section, connecting Bac Ninh Province to the Hanoi – Ha Long Expressway and the Hanoi – Thai Nguyen Expressway/Ring Road 3 interchange.

The overlapping 6.55km segment with the Hanoi – Thai Nguyen Expressway/Ring Road 3 will be expanded to a 120m cross-section. The Tu Lien Bridge connector consists of two 3-lane, 14m-wide branches, each spanning 2.5km, facilitating traffic flow between Gia Binh and Tu Lien Bridge in both directions.

Construction and infrastructure development are scheduled for 2025-2026. The project is expected to be executed under a Build-Transfer (BT) PPP contract, compensated through land funds.

The preliminary land compensation plan (location, area, planning details, estimated land value, and payment method to be finalized upon project approval) includes three land plots totaling approximately 723.3 hectares.

Plot 1, located in Phu Dong Commune, Hanoi, covers 266 hectares within the N9 Urban Subdivision Plan. Plot 2, in Thuan An Commune, Hanoi, spans 134 hectares in the Eastern Expansion Area Urban Subdivision Plan. Plot 3, also in Phu Dong Commune, Hanoi, encompasses 323.3 hectares in the same Eastern Expansion Area Urban Subdivision Plan.

Gia Binh International Airport, spanning 1,884 hectares, is divided into a 957-hectare civil aviation area and a 927-hectare shared airfield zone.

The government aims to rank this airport among the world’s top 10 five-star airports (Skytrax criteria), positioning it as Northern Vietnam’s aviation gateway and a regional hub for aircraft maintenance in the Asia-Pacific.

Gia Binh Airport’s site is currently undergoing land reclamation and initial technical infrastructure development.

The total investment is projected at VND 196,378 billion across two phases, with Phase 1 requiring VND 141,236 billion. Gia Binh International Airport will meet 4F standards, handling 30 million passengers and 1.6 million tons of cargo by 2030, increasing to 50 million passengers and 2.5 million tons annually by 2050.
