$3.3 Billion Sun Group-Proposed Route to Connect Gia Binh Airport with Hanoi via Investment Policy

This project aims to establish a modern, short-haul connection, fostering economic and social growth while enhancing logistics and e-commerce. It will also alleviate pressure on Noi Bai Airport and strengthen Hanoi’s connectivity, ensuring seamless VIP flights.

With a preliminary investment of over VND 32,970 billion, the project is proposed by Sun Group, slated for implementation between 2025 and 2026.

The route spans across Thuan An, Phu Dong, Thu Lam, and Dong Anh communes in Hanoi, as well as Tu Son and Phu Khe wards in Bac Ninh.

The new 7km section, with a 120m cross-section, connects Bac Ninh Province to the Hanoi – Ha Long Expressway and the Hanoi – Thai Nguyen Expressway/Ring Road 3.

The overlapping 6.55km segment with the Hanoi – Thai Nguyen Expressway/Ring Road 3 will be widened to a 120m cross-section. The Tu Lien Bridge connector consists of two 3-lane, 14m-wide branches, each 2.5km long, facilitating turns between Gia Binh and Tu Lien Bridge.

Construction and infrastructure development are scheduled for 2025-2026. The project is expected to be a Build-Transfer (BT) PPP contract, compensated with land funds.

The preliminary payment method involves three land areas totaling approximately 723.3 ha. Specific details regarding location, area, planning information, estimated land value, and payment methods will be finalized upon project approval.

Land Area 1, located in Phu Dong Commune, Hanoi, covers 266 ha within the N9 Urban Subdivision Plan. Land Area 2 in Thuan An Commune, Hanoi, spans 134 ha in the Eastern Expansion Urban Subdivision Plan. Land Area 3, also in Phu Dong Commune, Hanoi, encompasses 323.3 ha in the same Eastern Expansion Urban Subdivision Plan.

Gia Binh International Airport, spanning 1,884 ha, includes 957 ha for civil aviation and 927 ha for shared aviation facilities.

The government aims to rank this airport among the top 10 five-star airports globally (Skytrax criteria), positioning it as Northern Vietnam’s aviation hub and a key Asia-Pacific transit and aircraft maintenance center.

Gia Binh Airport is currently undergoing initial land reclamation and technical infrastructure development.

The total investment is projected at VND 196,378 billion across two phases, with Phase 1 requiring VND 141,236 billion. Gia Binh International Airport will meet 4F standards, handling 30 million passengers and 1.6 million tons of cargo by 2030, increasing to 50 million passengers and 2.5 million tons by 2050.
