The Department of Construction of Dong Nai Province has approved an additional 204 low-rise houses in the Ever Green 1 subdivision of the Aqua City Riverside Eco-Urban Area (Long Hung Ward, former Bien Hoa City) by Novaland Group, deeming them eligible for commercial transactions.
According to the Dong Nai Department of Construction, all the aforementioned houses fully comply with legal requirements, land regulations, technical infrastructure, and the adjusted 1/500 detailed planning. As of October 2025, nearly 2,400 properties in Novaland’s Aqua City urban area are authorized for sales contracts.
The approval for sales contracts ensures buyer protection and strengthens customer trust in the market’s transparent and sustainable development.
Previously, the Dong Nai Department of Construction also approved 874 units in River Park 2 (The Valencia), 576 units in Sun Harbor 2 (The Suite), 561 units in Sun Harbor 3 (The Elite 1), and 171 units in Ever Green 1 (The Grand Villas and The Stella) for commercial transactions.
A Novaland Group representative stated that the project’s eligibility for sales not only allows products to be contracted and transferred in accordance with the 2023 Real Estate Business Law but also ensures buyer protection and reinforces customer confidence in the market’s transparent and sustainable growth.
In late June 2025, Aqua City’s 1/500 detailed planning adjustment was approved, completing all three planning levels. This marks a significant milestone, propelling Aqua City into a phase of comprehensive accelerated construction and contributing to the recovery and development of the real estate market in Eastern Ho Chi Minh City.
Spanning over 1,000 hectares, Aqua City is surrounded by 32 kilometers of natural rivers. With more than 70% of its area dedicated to green spaces, world-class infrastructure, and internal amenities, Aqua City aims to create a sustainable and livable riverside eco-urban area.
The project benefits from interconnected regional infrastructure, including highways, Ring Road 3, the Suoi Tien – Dong Nai metro, and Long Thanh International Airport. Located on Huong Lo 2, Aqua City directly connects to National Highway 51, the HCMC – Long Thanh – Dau Giay Expressway, and the Dong Nai 2 Bridge (Long Hung Bridge), offering quick access to Ho Chi Minh City, Lam Dong, Tay Ninh, and other provinces.
Currently, the project is simultaneously completing infrastructure, landscaping, and housing in multiple subdivisions, including River Park 2, Ever Green 2, and Phoenix Island. Thousands of workers are working around the clock to ensure project progress and quality.
On November 15th, Novaland will host an event to update the completion progress of Aqua City. This event marks a critical milestone for the project, signifying the full legal completion of Aqua City according to the general planning.

In February 2023, at a national online conference to promote a healthy and sustainable real estate market, Mr. Bui Thanh Nhon, Chairman of Novaland Group’s Board of Directors, stated that after two years of COVID-19, businesses have been eroded, compounded by global instability and high inflation. The government’s measures have had an immediate impact on businesses.
Mr. Nhon emphasized that during this period, businesses only seek support in terms of mechanisms to overcome challenges independently. Specifically, Novaland urged the Prime Minister to consider allowing banks to extend, defer, and maintain debt groups for real estate projects for 2-3 years and to direct the resolution of legal issues for projects nationwide.
“We propose that the Prime Minister direct the selection of Aqua City in Dong Nai as a pilot project for the Prime Minister’s Task Force to resolve difficulties within one month. This is crucial for Novaland’s survival at this time. Resolving this project will unlock all of Novaland’s challenges, enabling the company to complete the project and fulfill its debt obligations to bondholders and banks,” said Mr. Nhon.
