Hanoi Invests Over 4.6 Trillion VND in Transforming Both Banks of To Lich River into Parks

The ambitious redevelopment project aimed at revitalizing the parks along both banks of the To Lich River boasts a substantial investment of 4.665 trillion VND. Construction is slated to commence in Q4 2025 and is expected to be completed by Q4 2028.

On the afternoon of November 13th, with the majority of delegates in attendance approving, the Hanoi People’s Council’s specialized session adopted the policy to approve the project for the renovation, beautification, and reconstruction of the park along both banks of the To Lich River.

According to the proposal by the Hanoi People’s Committee, the city aims to enhance the landscape along both banks of the To Lich River, imbuing it with the distinct character of the area. This initiative seeks to meet the recreational, entertainment, relaxation, and community activity needs of the residents while fostering the development of culture, commerce, services, and tourism in the project area specifically and Hanoi in general. It also contributes to environmental protection, promotes sustainable development, and effectively leverages the potential and advantages of the project’s location and land resources.

The project will be implemented along the To Lich River, passing through the following wards: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet.

The main components of the project include sidewalks, plazas, retaining walls for tree basins, riverside walkways, stair systems, ramps, curbs, tree basins, parking areas, sports fields, playgrounds, and pedestrian paths.

Architectural components encompass service facilities, landmark structures, and auxiliary works.

Greenery components include large shade trees along the river, shrubs, low plants, grass lawns, aquatic vegetation, climbing plants, and pergolas. Additional amenities and facilities feature benches, trash bins, outdoor fitness equipment, playground equipment, decorative sculptures, and lighting systems.

The preliminary land requirement (to be officially determined upon project appraisal and approval) is approximately 737,927 m². The projected construction period for the infrastructure is from Q4/2025 to Q4/2028.

The anticipated project contract type under the PPP model is a Build-Transfer (BT) contract, with payment made through land funds. The preliminary total investment is 4,665 billion VND.

During the session, the Urban Affairs Committee of the Hanoi People’s Council expressed strong agreement, affirming the necessity of investing in the renovation and beautification project along both banks of the To Lich River. This project is to be implemented concurrently with the To Lich River water supplementation project, aiming to renovate, beautify, reduce environmental pollution, and align with directives, including the directive to “Fundamentally address pollution sources, revive rivers, particularly the To Lich River, which must be handled promptly, comprehensively, and effectively; ensure that rivers within the inner city are ‘clean and bright.’
