The Ho Chi Minh City People’s Committee has approved the Department of Construction’s proposal to invest in an additional overpass across the Saigon River at the Binh Goi Bridge location, part of Component Project 5 of the Ring Road 3.

The additional overpass must align with the approved investment scale, adhere to the planning endorsed by authorized agencies, optimize operational efficiency, and ensure seamless integration upon completion. The city authorities emphasize that the new component must not exceed the project’s approved total investment.

As directed, the Binh Duong Traffic Construction Project Management Board will promptly prepare an adjusted feasibility study report, submitting it to the Department of Construction for appraisal by November 20, 2025. The Board is accountable for data accuracy, legal compliance, and all proposal-related content, ensuring adherence to legal regulations and authorized procedures.

The Department of Construction is tasked with leading the appraisal process in collaboration with relevant departments, agencies, and units, submitting the adjusted project for approval by the Ho Chi Minh City People’s Committee in November 2025. The Department of Finance will provide input on funding sources and allocation feasibility to support the appraisal and approval process.

The proposed design includes a single-unit overpass with a width of 19.75 meters, matching the existing bridge’s scale. Traffic will be organized unidirectionally, featuring 2 main lanes, 1 emergency stop lane, and 2 parallel lanes, totaling 4 high-speed lanes and 4 parallel lanes during operation, along with 2 emergency stop lanes for operational needs.
