Ho Chi Minh City Pilots 63 New Residential Projects on Agricultural Land

In Ho Chi Minh City, 56 land plots span approximately 564 hectares, including around 310 hectares designated for residential use. Plans are underway to reallocate 77 hectares of rice fields for alternative purposes. Meanwhile, the former Ba Ria - Vung Tau area comprises 7 land plots totaling roughly 291 hectares, with about 129 hectares allocated for housing. Here, 28,638 square meters of rice fields are slated for re-purposing.

The Ho Chi Minh City People’s Committee has submitted a proposal to the City People’s Council for approval of a list of land plots designated for pilot projects in 2025 (Phase 2) under Resolution No. 171/2024/QH15 dated November 30, 2024, issued by the National Assembly.

According to the Ho Chi Minh City People’s Committee, there are 63 land plots covering a total area of over 854 hectares that meet the criteria. Of these, residential land accounts for more than 438 hectares (including existing residential land and land intended for conversion to residential use), which does not exceed 30% of the additional residential land area in the planning period. Approximately 80 hectares of rice land are expected to be converted.

Ho Chi Minh City has added 63 land plots totaling over 854 hectares eligible for pilot commercial housing projects on agricultural land, with residential land exceeding 438 hectares.

Specifically, Ho Chi Minh City has 56 land plots with a total area of approximately 564 hectares (residential land around 310 hectares), and 77 hectares of rice land are expected to be converted.

The former Ba Ria – Vung Tau area has 7 land plots with a total area of approximately 291 hectares (residential land around 129 hectares), and 28,638 square meters of rice land are expected to be converted.

The Ho Chi Minh City People’s Committee further noted that during this review, 12 land plots proposed by real estate businesses, totaling approximately 102 hectares, were not selected for inclusion in the list as per Resolution No. 171.

Previously, the Ho Chi Minh City People’s Committee approved 54 real estate companies to implement pilot commercial housing projects on agricultural land.

These 54 approved land plots cover a total area of over 6.55 million square meters, including nearly 213,000 square meters of rice land expected to be converted. Among these, 48 land plots are in the former Ba Ria – Vung Tau area, and 6 are in the former Ho Chi Minh City area.

The Ho Chi Minh City People’s Committee stated that this announcement serves as the basis for investors and authorities to proceed with subsequent procedures. They urged relevant departments, agencies, and localities to collaborate and facilitate the project’s implementation in compliance with regulations, transparency, and efficiency. Moving forward, Ho Chi Minh City will continue to review suitable land plots to expand the list of pilot projects.

Details of the locations, areas, and project names for the 54 land plots:

Resolution 171 allows for the pilot implementation of commercial housing projects through agreements on land use rights acquisition or existing land use rights, rather than requiring 100% residential land ownership or transfer as per current laws. It permits real estate businesses to acquire land use rights and convert land purposes for pilot projects (agricultural land, non-agricultural land, residential land, and other land types) if the land aligns with local housing development plans, programs, and schemes.

Previously, legislation only allowed commercial housing projects on legally designated residential land or land mixed with other types. Consequently, many land plots within urban planning areas but not recognized as residential land could not be developed, leading to numerous stalled plans and challenges for businesses in land consolidation for investment approval.
