During the Ho Chi Minh City People’s Council’s specialized session on November 14, the Ho Chi Minh City People’s Committee proposed a funding support plan for Tay Ninh Province to execute Component 4 of the HCMC-Moc Bai Expressway project. This component focuses on compensation, support, and resettlement for the section passing through Tay Ninh Province (Phase 1).
The proposed support amount is 1.806 trillion VND.
Phase 1 of the HCMC-Moc Bai Expressway spans 51 kilometers, connecting Ring Road 3 in HCMC at Cu Chi to National Highway 22 in Ben Cau, Tay Ninh. The project is funded through a Public-Private Partnership (BOT contract).
The HCMC-Moc Bai Expressway is a critical transportation project linking Ho Chi Minh City and Tay Ninh Province to the Moc Bai border gate.
The project has commenced and is expected to be completed by 2027.
The total investment is projected at 19.617 trillion VND, with investors and enterprises contributing approximately 9.943 trillion VND. State funding amounts to around 9.674 trillion VND, including 2.872 trillion VND from the central budget and 6.802 trillion VND from the local budget (HCMC).
Phase 1, with a total investment of 10.421 trillion VND, is scheduled to begin in Q1/2026.
In Phase 1, the project is divided into four components. Component 4 involves compensation, support, and resettlement for the 26.3 km section in Tay Ninh Province.
Approved by the Tay Ninh Provincial People’s Committee, this component is a public investment project with an initial investment of approximately 1.504 trillion VND, covering 263 hectares of land clearance.
However, the compensation and resettlement costs have escalated to 3.749 trillion VND, including 3.141 trillion VND for compensation and resettlement, 186 billion VND for technical infrastructure relocation, and over 420 billion VND for other expenses and contingencies. This represents an increase of 2.245 trillion VND compared to the initially approved investment plan.

According to the HCMC People’s Committee, Tay Ninh Province faces significant financial constraints during the 2021-2025 period. Despite allocating resources for economic development, social welfare, and national defense projects, the province requires additional support. Tay Ninh has requested 1.806 trillion VND from HCMC, with the remaining 439 billion VND to be self-funded.
“The HCMC-Moc Bai Expressway is a pivotal regional and inter-regional transportation project, playing a crucial role in enhancing transportation infrastructure. It significantly contributes to the socio-economic development of HCMC, Tay Ninh, and the Southeast region.”
“To expedite project implementation, HCMC deems it necessary to utilize its development investment budget to support Tay Ninh Province,” stated the HCMC People’s Committee proposal.
Specifically, HCMC will provide 1.806 trillion VND in financial support for Tay Ninh to execute Component 4 of the HCMC-Moc Bai Expressway (Phase 1).
Compensation and clearance activities for the project within HCMC are being accelerated by local authorities.

Ho Chi Minh City has allocated over VND 9.6 trillion to reclaim land from more than 2,200 households (including over 1,800 fully relocated households) to expand National Highway 1 from Kinh Dương Vương to the Long An border. The project will widen the road to 60 meters, accommodating 10 to 12 lanes of traffic.
