A freelance worker earning approximately VND 10 million per month at a local eatery seeks to purchase social housing. Upon requesting income verification from the local ward’s People’s Committee to complete the application, they were informed that no guidelines exist for freelance workers.

The individual requests official guidance from the competent authority.

In response, the Ministry of Construction clarified that Clause 2, Article 1 of Decree No. 261/2025 amends and supplements Clauses 1 and 2 of Article 30 in Decree No. 100/2024, outlining income eligibility for social housing policies.

According to regulations, low-income individuals in urban areas, factory workers, employees of enterprises, cooperatives, and cooperative unions, as well as civil servants, must meet specific income criteria.

For unmarried or single applicants, the average monthly income must not exceed VND 20 million, as verified by their employer’s payroll records.

Unmarried or single applicants with underage dependents may have an average monthly income of up to VND 30 million.

Married couples’ combined average monthly income must not surpass VND 40 million, as confirmed by their respective employers.

Income eligibility is assessed based on the 12 months preceding the verification by the competent authority.

The decree further empowers provincial People’s Committees to adjust income thresholds based on local conditions and housing incentives, ensuring they do not exceed the ratio of local to national average income. Additionally, policies may be introduced to support households with three or more dependents in accessing social housing.

For low-income urban residents without formal employment contracts, income verification must align with the above thresholds and be certified by the local ward-level Police Authority.

Within 7 days of receiving the request, the Police Authority will confirm income eligibility using the National Population Database.
