On November 13th, the People’s Committee of Khanh Hoa Province announced the issuance of a document outlining special mechanisms and policies for the implementation of compensation, support, and resettlement projects related to the North-South High-Speed Railway project passing through the province.

Accordingly, the People’s Committee of Khanh Hoa Province agreed to the direct procurement of consulting and construction packages for compensation, support, and resettlement activities for the aforementioned project. This direct procurement is in accordance with the 2025 Railway Law and Clause 12(c) of Article 3 of Resolution No. 172 dated November 30, 2024, issued by the National Assembly regarding the investment policy for the North-South High-Speed Railway project.
Based on the approved content, the People’s Committee assigned project management units to proactively review and implement related tasks, ensuring strictness, efficiency, transparency, and compliance with bidding laws. The committee strictly prohibits any loss, waste, or corruption during the implementation process.
The People’s Committee of Khanh Hoa Province emphasized that the application of special mechanisms and policies aims to ensure the project’s timeline. Therefore, project management units must focus on implementing their assigned tasks, adhering to the schedule set by the National Assembly and the Government. Relevant departments and agencies are responsible for monitoring, supervising, guiding, and supporting project management units to ensure compliance with legal regulations.
Preliminary information indicates that the North-South High-Speed Railway section passing through Khanh Hoa Province spans approximately 191.8 km, with three stations, including two passenger stations (Dien Khanh and Thap Cham) and one cargo station (Ninh Hoa) to connect and transfer goods with the Van Phong Economic Zone. The route includes four maintenance stations located in Tu Bong, Cam An, Xuan Hai, and Phuoc Ha communes. The project traverses 25 communes and 4 wards, starting from Dai Lanh commune (bordering Dak Lak Province) and ending at Phuoc Ha commune (bordering Lam Dong Province).
The route is divided into three segments, with respective project management boards acting as investors for the compensation, support, and resettlement sub-projects. The province has 31 resettlement areas for land clearance, including 13 existing areas and 18 new or expanded areas, covering a total area of approximately 99.25 hectares, with 2,217 resettlement lots and a total estimated budget of over 1,744 billion VND.
