Recently, the Vietnam Social Security (VSS) has repeatedly warned about fraudulent activities involving individuals impersonating insurance agencies to deceive and steal personal information and assets from citizens.
In Tay Ninh, numerous sophisticated scams have been reported, causing public alarm. Fraudsters craft fake invitations under the VSS name, skillfully forging seals and signatures, and include misleading content such as “100% support for health insurance contributions” under social welfare policies.

These scams often instruct victims to bring their health insurance cards, ID cards, and electronic file codes for “in-person meetings” at specified times. Some invitations even include urgent requests to “come in person,” adding a false sense of legitimacy.
With increasingly sophisticated methods, these fake invitations appear almost identical to official ones, trapping many unsuspecting individuals. Some victims have provided personal details, OTP codes, or paid “verification fees,” leading to data breaches or financial loss.
The VSS emphasizes that it never sends invitations or requests meetings via social media, text messages, or any unofficial channels. All procedures must be conducted at VSS offices or through official platforms such as the VSS Electronic Information Portal, the VssID app, and the hotline 1900.9068.
Since mid-2024, numerous cases of impersonation have emerged, including fake “VSS employees,” “door-to-door fee collectors,” or “online health insurance card updates” across various regions. Scammers typically contact victims via phone calls, Zalo, or Facebook, requesting identification details and OTP codes to “verify benefits,” then swiftly steal bank accounts.
The VSS has also identified multiple instances of fake websites and fan pages mimicking official designs and logos to lure citizens into registering for support and stealing their data. These fraudulent sites have been addressed in collaboration with authorities, and citizens are advised to avoid suspicious links and never share personal information under any circumstances.
