Introducing the VneID app.
Starting November 11, 2025, Vietnamese citizens can submit their land certificates via VNeID to streamline land data, eliminating the need to submit physical copies to government agencies.
In practice, the latest update 2.2.4 of the VNeID app allows users to submit land certificates as part of a 90-day nationwide campaign to clean up land data.
Specifically, in the latest update, Level 2 verified users can search and find the “Provide Information to Government Agencies” option. Here, the app explains that this feature enables users to submit information for verification, cross-checking, and processing by authorized agencies. Users can click “Create New” and select “Land Use Rights Certificate” as the information type.
Citizens simply select “Provide Information to Government Agencies” on VneID to declare and submit their Land Use Rights Certificate (land certificate).
For required fields, users must enter their full name and personal identification number. Notably, if submitting on behalf of someone else, the name of the certificate holder and the reason for proxy submission must be provided.
Additional mandatory details include the certificate number and the land address as stated on the certificate. Users must upload images and documents of the land certificate. Finally, users confirm the accuracy of the information and submit the request.
All submitted information is then forwarded to the Ministry of Agriculture and Environment.
Authorities will verify the land user’s or property owner’s details against the National Population Database. They will also review, update, and supplement any missing information for land parcels, as well as integrate citizen ID card details into the land database.
The Ministry of Agriculture and Environment will synchronize land data from 34 provinces and cities into the National Land Database, ensuring centralized management. This database will be interconnected with the National Population Database and shared with relevant ministries, localities, and government bodies.
Furthermore, submitting land certificate information via VneID simplifies and expedites the declaration process compared to the previous method of physically submitting photocopies at local ward or commune offices.
