Unprecedented: Four Mega-Projects Worth Over $11 Billion to Break Ground Simultaneously in a Single Day

On December 19th, four major road projects will officially break ground, marking a significant milestone in infrastructure development.

At the recent October 2025 Ministry of Construction’s monthly briefing, Mr. Lê Quyết Tiến, Director of the Department of Economics and Construction Investment Management, announced that the Ministry plans to commence four major projects on December 19th. These include: the expansion of the Cam Lộ – La Sơn section, the completion of the Thần Vũ Tunnel, the widening of the HCMC – Trung Lương – Mỹ Thuận Expressway, and the construction of the Lào Cai – Hà Nội – Hải Phòng Railway.

First is the expansion of the Cam Lộ – La Sơn Expressway, spanning approximately 98 km through Quảng Trị and Huế. The initial investment phase will widen the road from 2 lanes to 4 lanes, with a roadbed width of 22-23.25 meters.

The total investment is estimated at approximately VND 6.4 trillion.

This includes costs for road expansion, bridge and intersection upgrades, land clearance, traffic management systems, rest stops, and contingencies.

Next is the completion of the Thần Vũ Tunnel, located between Tân Châu and Thần Lĩnh communes in Nghệ An, with a total length of 8.2 km.

The project involves constructing the left tunnel tube (North-South direction) with 3 lanes, enhancing safety systems in the existing right tube, and building connecting bridges and roads to achieve a 6-lane capacity with a design speed of 80-100 km/h. The preliminary investment is VND 2.155 trillion, funded by the state budget.

The Thần Vũ Tunnel is one of the most complex structures on the Bắc Nam Expressway’s Diễn Châu – Bãi Vọt section, developed under a public-private partnership (PPP). The tunnel features two parallel tubes, each 13.8 meters wide, with the left tube measuring 1,087 meters and the right tube 1,130 meters, spaced 45 meters apart.

Third is the expansion of the HCMC – Trung Lương – Mỹ Thuận Expressway, also set to begin on December 19th. The project’s total investment exceeds VND 41.372 trillion, an increase of approximately VND 1.572 trillion from previous estimates.

The investors include a consortium of Đèo Cả Group, HCMC Infrastructure Investment JSC, Tasco JSC, Hoàng Long Construction Investment Corporation, and CII Service and Investment Company.

The 96.13 km expressway will stretch from Chợ Đệm Junction (HCMC) to the northern end of Mỹ Thuận 2 Bridge (Đồng Tháp Province).

The HCMC – Trung Lương section will expand from 4 to 8 lanes, with a 41-meter-wide roadbed and a design speed of 120 km/h.

Future plans include a 12-lane section from Chợ Đệm to Ring Road 4 (56-meter-wide roadbed) and a 10-lane section from Ring Road 4 to Trung Lương (48.5-meter-wide roadbed).

The Trung Lương – Mỹ Thuận section will expand from 4 restricted lanes to 6 lanes, with a 32.25-meter-wide roadbed and a design speed of 100 km/h.

Additionally, intelligent transportation systems, toll stations, and rest stops will be integrated to ensure compliance with current standards.

Lastly, the Lào Cai – Hà Nội – Hải Phòng Railway project will connect Lào Cai Province to Lạch Huyện Port (Hải Phòng City), spanning 419 km with an investment of over VND 203.2 trillion (USD 8.37 billion). The route includes 18 stations, comprising 15 mixed-use passenger and freight stations and 3 train depots.

The railway will have a design speed of 160 km/h from Lào Cai Station to Lạch Huyện Port, 80 km/h on branch lines, and 120 km/h through Hà Nội and the Eastern Ring Railway.

The project comprises 10 sub-projects, including two construction projects, seven land clearance projects, and one utility relocation project. Land clearance will cover 3,162 hectares across six provinces, resettling over 7,500 households, with costs nearing VND 36 trillion.

These four road and rail projects have a combined investment of approximately VND 253.127 trillion.
