At the October 2025 Ministry of Construction’s monthly briefing, Mr. Le Quyet Tien, Director of the Department of Economics and Construction Investment Management, announced that on the upcoming December 19th, the Ministry of Construction plans to commence four major projects: the expansion of the Cam Lo – La Son section, the completion of the Than Vu Tunnel, the widening of the Ho Chi Minh City – Trung Luong – My Thuan Expressway, and the Lao Cai – Hanoi – Hai Phong Railway.
First is the expansion of the Cam Lo – La Son expressway section, spanning approximately 98km through Quang Tri and Hue City. The initial investment phase will widen the road from 2 lanes to 4 lanes, with a roadbed width of 22-23.25m.

The estimated total investment is approximately VND 6.4 trillion.
The preliminary total investment is around VND 6.4 trillion, covering construction costs for expansion, bridge and intersection completion, land clearance, traffic management systems, rest stops, other expenses, and contingencies.
Next is the completion of the Than Vu Tunnel, spanning 8.2 km from Tan Chau to Than Linh in Nghe An Province.
The project includes constructing the left tunnel tube (North-South direction) with 3 lanes, upgrading the safety systems of the existing right tube, and building connecting bridges and roads to achieve a 6-lane capacity with a design speed of 80-100 km/h. The preliminary total investment is VND 2,155 billion, funded by the state budget.
The Than Vu Tunnel is one of the most complex structures on the North-South Expressway’s Dien Chau – Bai Vot section, developed under a Public-Private Partnership (PPP). The tunnel traverses geologically complex terrain, featuring two parallel tubes, each 13.8m wide; the left tube is 1,087m long, and the right tube is 1,130m long, with a 45m center-to-center distance.
Third is the expansion of the Ho Chi Minh City – Trung Luong – My Thuan Expressway, also scheduled to begin on December 19th. The project’s total investment exceeds VND 41,372 billion, an increase of approximately VND 1,572 billion from previous estimates.
The project investors include Deo Ca Group Joint Stock Company, HCMC Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction and Investment Corporation, and CII Service and Investment Company Limited.
The Ho Chi Minh City – Trung Luong – My Thuan Expressway will be expanded over a total length of 96.13km, starting at Cho Dem Junction (Ho Chi Minh City) and ending at the northern end of My Thuan 2 Bridge (Dong Thap Province).
The Ho Chi Minh City – Trung Luong section will be widened from 4 to 8 lanes, with a 41m roadbed and a design speed of 120km/h.
Future plans include a 12-lane section (56m roadbed) from Cho Dem to Ring Road 4 and a 10-lane section (48.5m roadbed) from Ring Road 4 to Trung Luong.
The Trung Luong – My Thuan section will be expanded from 4 restricted lanes to 6 lanes, with a 32.25m roadbed and a design speed of 100km/h, as per the master plan.
Additionally, an intelligent transportation system, toll stations, rest stops, and other facilities will be constructed along the Ho Chi Minh City – Trung Luong – My Thuan Expressway to ensure compliance with current standards.
Lastly, the Lao Cai – Hanoi – Hai Phong Railway project will start at the border rail connection in Lao Cai Province and end at Lach Huyen Station in Hai Phong City, covering 419 km with a total investment of over VND 203,200 billion (approximately USD 8.37 billion). The route includes 18 stations, with 15 mixed-use stations for passengers and freight, and 3 train depots.

The railway will have a design speed of 160 km/h between Lao Cai Station and Lach Huyen Port Station, 80 km/h on branch lines from Lao Cai, and 120 km/h through Hanoi and the Eastern Ring Road.
The project comprises 10 sub-projects, including two construction projects, seven land clearance projects, and one utility relocation project. The land clearance projects span six provinces, involving 3,162 hectares of land acquisition and the resettlement of over 7,500 households, with clearance costs nearing VND 36,000 billion.
These four road projects have a combined investment of approximately VND 253,127 billion.
